RFP #21-017: On-Call Environmental Review Services for the <br />Housing Division <br /> City of Santa Ana Community Development Agency <br /> <br />A-15 <br /> 63675 <br /> <br />Mike McEntee <br />Contract Administrator <br />Professional Experience <br />Mike McEntee is an environmental professional with over 20 years of consulting <br />experience. He has extensive experience working on a broad range of complex and <br />highly controversial environmental issues with an emphasis in natural resources and <br />regulatory compliance. He has managed multidisciplinary teams and prepared technical <br />analyses in compliance with CEQA, NEPA, the federal and State Endangered species Act, <br />Safe Drinking water Act, and other State and federal regulations. <br />Mike has a proven background as a project principal providing environmental solutions <br />for construction and engineering projects. He focuses on engaging team members to <br />communicate, solve problems, and deliver the highest quality solution. <br />Project Experience <br />PA6 North Elementary School IS/MND, IUSD, Irvine, CA <br />Corporate Ovesight. Irvine Unified School District proposed to build a new elementary <br />school, PA6 North Elementary School in order to accommodate the increasing <br />enrollment demands for the District within the Orange County. PA 6 North Elementary <br />accommodates a maximum of 1,000 students with 75 staff members and will provide <br />K-6th grade educational services. Chambers Group prepared an IS/MND, including <br />technical studies for air quality, noise, cultural resources, and hazardous materials. <br />On-Call Environmental Services, Los Angeles County Public Works <br />(LACPW), Los Angeles County, CA <br />Program Manager. Mike was responsible for coordination with LACPW and oversight <br />for CEQA compliance, biological surveys, and wetlands delineations, involving <br />numerous sites located in Los Angeles County and the Angeles National Forest. Over <br />150 task orders have been completed on the on-call contract over the past decade. The <br />surveys and reports were required by the U.S. Forest Service (USFS), USACE, CDFW, and <br />RWQCB to allow Los Angeles County to conduct maintenance and improvement <br />activities. Individual projects have included: Angeles Forest Highway Over Mill Creek, <br />Natural Environment Study (NES) and Biological Assessment; Big Tujunga Wash Master <br />Mitigation Bank Plan, Biological Services; Sierra Highway Widening and Realignment, <br />Jurisdictional and Wetland Delineations, and Regulatory Permitting; Cooks Canyon Crib <br />Dam M1-A Debris Basin Dewatering System, Vegetation Surveys; Live Oak Reservoir <br />Cleanout, CEQA/NEPA Services; Spunky Canyon Road Sediment Removal, Biological <br />Services; Avalon Bridge Over Dominguez Channel, Biological Resource Survey and <br />Jurisdictional and Wetland Delineation; Fitch Avenue Bridge Replacement, Biological <br />and Cultural Services; and Sierra Highway Over Mint Canyon Wash, Biological Survey. <br />On-Call Environmental Services, Orange County Public Works (OCPW), <br />Orange County, CA <br />Program Manager.
