<br />Sandra Pentney is a CEQA/NEPA and Cultural Resources professional with broad-based
<br />experience in project management, business development, and agency consultation. An
<br />accomplished professional who has negotiated multi-agency procedures, fostered
<br />communications between project stakeholders, and a collaborative team leader who
<br />can motivate and coordinate a large project team to outstanding performance. She is
<br />an active communicator with excellent interpersonal and relationship-building skills.
<br />Expertise includes project management, team leadership, Section 106, CEQA, NEPA,
<br />California cultural resources regulations and procedures, Native American consultation,
<br />project impact analysis, and resiliency planning.
<br />Project Experience
<br />Mountain View Affordable Housing Project, Lake Forest, CA
<br />Cultural Resources Director. The Project involved the demolition of an existing office
<br />building located at 24551 Raymond Way and construct a 71-unit affordable housing
<br />apartment complex on the proposed 1.965-acre site. The development will provide
<br />several recreational amenities, including an approximately 2,050-square-foot
<br />community center, a small playground for young children, outdoor fireplace with
<br />seating areas, and large activity lawn. The Project required approval of a General Plan
<br />Amendment, Zone Change, Tentative Parcel Map, Site Development Permit, Affordable
<br />Housing Agreement, and Planned Sign Program. The Project proposed to provide
<br />affordable units to households earning less than 60% of the Area Median Income, of
<br />which 12 of the units will be set aside for Permanent Supporting Housing.
<br />38580 9th Street East Property Demolition Project, City of Palmdale, CA
<br />Cultural Resources Director. The Project is to eliminate blight for the Project site, on a
<br />spot basis through property acquisition and clearance and demolition of the vacant,
<br />unsightly 1,715 square foot building, associated parking lot and paved walkways. The
<br />Project site is situated in a central part of the City of Palmdale. The Project is funded by
<br />the Community Development Block Grant (CDBG) Program through HUD.
<br />Environmental review was conducted to comply with CEQA and NEPA and all HUD rules
<br />and regulations that govern the environmental review process, as described in 24 CFR
<br />Part 58. Chambers Group conducted the Environmental Assessment Determinations
<br />and Compliance Findings for HUD-assisted Projects 24 CFR Part 58 and associated
<br />technical studies to assist the City in completing the Environmental Assessment
<br />analyzing the potential effects on the human environment.

<br />Lead Archaeologist. Chambers Group has provided guidance and assistance with the
<br />preparation of all required environmental impact documentation (including CEQA
<br />documents, Consistency Evaluations, Environmental Check Lists, etc.); preparation
<br />and/or peer review of technical environmental reports and analyses (GHG studies,
<br />traffic studies, noise studies, surveys, water supply assessments, etc.); participation and
<br />testimony in public meetings; and consultation on CEQA processes and requirements.
