She has extensive <br />experience conducting and preparing environmental analyses in accordance with the <br />California Environmental Quality Act (CEQA) and National Environmental Policy Act <br />(NEPA). Her experience includes a wide range of projects for residential, commercial, <br />and community developments, utilities improvements and upgrades, and educational <br />facilities. Ms. Huerta also prepares specialized technical reports on a range of <br />planning and environmental topics, including agriculture, land use, and policy <br />analysis. <br />SELECT PROJECT EXPERIENCE <br />Development Projects <br />Project Manager, City of Walnut – The Terraces at Walnut Specific Plan EIR, Walnut <br />The proposed Specific Plan involved a mixed-use infill project that included various <br />housing types, a commercial district, parks and recreation areas, and open space, <br />such as landscaped slopes, on 49 acres of vacant land. The major issues of concern <br />were associated with impacts to aesthetics, biological resources, noise and <br />transportation. The project was approved and the EIR was certified in 2019. <br />Project Manager, City of Beverly Hills – 9908 S. Santa Monica Project Environmental <br />Impact Report, City of Beverly Hills <br />Ms. Huerta was the Project Manager for an EIR that analyzed a mixed-use residential <br />and commercial development on a vacant site. The major issues of concern were the <br />shade/shadow, noise and transportation impacts to the surrounding residences and <br />the neighboring hotel. The project was controversial, so several public meetings were <br />held by the Planning Commission and City Council. Rincon attended each meeting and <br />supported City staff in addressing the public concerns. The project was approved and <br />the EIR was certified in 2019. <br />Project Manager, City of Burbank – 777 North Front Street EIR, Burbank <br />Rincon was retained by the City to prepare the EIR for the 777 North Front Street <br />project, which involved a mixed-use residential, commercial and hotel along with <br />open space areas. The EIR examined alternatives to the proposed project and also <br />addressed impacts that were identified as potentially significant. Major issues of <br />concern were the on-site hazardous materials and remediation program due to the <br />previous uses of the site, and the significant traffic impacts associated with the <br />proposed project. The project was approved and the EIR was certified in 2019. <br />Project Manager, City of West Hollywood – 7985 Santa Monica Boulevard EIR, West <br />Hollywood <br />Rincon was retained by the City to prepare the EIR for this mixed-use, adaptive reuse <br />project. The project involved adaptive reuse of the French Market building and <br />construction of a commercial and office building. Major issues of concern included <br />impacts to a historic resource (the French Market building) during construction and <br />operation of the project, as well the potential noise and transportation impacts. The <br />project was approved and the EIR was certified in 2019. <br />EXHIBIT 1
