Public Works Agency <br />https://www.santa-ana.org/pw <br />Item # 20 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />July 6, 2021 <br />TOPIC: Amend Agreement for On -Call General Engineering Services <br />AGENDA TITLE <br />Approve Amendments to Agreements with Kimley-Horn & Associates, Inc., Huitt-Zollars, <br />Inc., CSG Consultants, Inc., Anderson Penna Partners, Inc., NV5, Inc., Tait & Associates, <br />Inc., Mark Thomas & Company, Inc., Willdan Engineering, and Stantec Consulting <br />Services, Inc. to Increase the Shared Agreement Amount by $3,000,000, for a Two -Year <br />Term, for a Total Amount not to Exceed $5,000,000 <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute amendments to agreements for on -call general <br />engineering services with Kimley-Horn & Associates, Inc., Huitt-Zollars, Inc., CSG <br />Consultants, Inc., Anderson Penna Partners, Inc., NV5, Inc., Tait & Associates, Inc., Mark <br />Thomas & Company, Inc., Willdan Engineering, and Stantec Consulting Services, Inc., to <br />increase the shared agreement amount by $3,000,000, for a total agreement amount not <br />to exceed $5,000,000, and extend the term of the agreements two years to June 18, <br />2023, subject to non -substantive changes approved by the City Manager and the City <br />Attorney. <br />DISCUSSION <br />On September 29, 2017, the City issued a Request for Qualifications (RFQ) for on -call <br />engineering consulting services related to design, construction, management, and <br />operations of public works infrastructure and City facilities which include street <br />improvements, transportation/traffic engineering, architectural, structural, geotechnical, <br />environmental engineering, land surveying, and specialty engineering studies that pertain <br />to public works. <br />A five -member panel composed of Public Works Agency staff reviewed and ranked the <br />19 qualification packages that were received, and created a list of qualified consulting <br />firms. The top consulting firms were invited to submit proposals through a Request for <br />Proposals (RFP 17-083) issued on February 22, 2018. As a result of RFP 17-083, a total <br />of ten proposals were received. The proposal rankings were based on a combination of <br />experience, qualifications, project understanding, and the overall proposal package. <br />
