Public Works Agency <br />https://www.santa-ana.org/pw <br />Item # 10 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 1, 2021 <br />TOPIC: Ford Super Duty Dump Trucks <br />AGENDA TITLE <br />Award a Purchase Order in the Amount of $438,916 to Western Truck Exchange for Five <br />Ford Super Duty F550 Stake Bed Dump Body Trucks (Specification No. 21-029) (Non- <br />General Fund) <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of purchase order to Western Truck <br />Exchange for five Ford Super Duty F550 Stake Bed Dump Body Trucks, in the amount of <br />$418,916 plus a contingency of $20,000, for a total amount not to exceed $438,916, <br />subject to non-substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency, Fleet Services Division is responsible for the acquisition, <br />maintenance, repair, and replacement of vehicles, trucks, and maintenance equipment. <br />The Public Works Agency Maintenance Services Division is in need of five new stake bed <br />dump body trucks to replace the existing vehicles in the aging fleet of work equipment. <br />The stake bed dump body truck (vehicle) is a vital vehicle that allows staff to perform <br />various tasks efficiently during the course of daily field operations requiring <br />hauling/moving of heavy equipment and objects, such as tree trunks, and debris and <br />rubbish from illegal dumping. This vehicle is crucial and heavily utilized in responding to <br />homeless-related request for service to locations with challenging terrain requiring <br />earth/soil clearing, including within the Santiago Creek and similar terrain. In addition, the <br />vehicle is vital when deployed as part of the City’s emergency response to rain and wind <br />storm-related debris and after hour’s emergency service calls. <br />The current vehicles are 1997 to 2008 models, have reached the end of their useful <br />lifecycle, and have become unreliable, directly leading to public service delays. The <br />vehicles exceed the Fleet Services Division’s recommended Equipment Lifecycle <br />Guidelines, earning a “terrible” rating based on industry standards from the Municipal <br />Equipment Maintenance Association, the National Association of Fleet Administrators, <br />and the American Public Works Association.
