Award a construction contract to Hardy and Harper, Inc., the lowest responsible <br />bidder, in accordance with the base bid in the amount of $1,532,000, for construction <br />of the Local Street Preventative Maintenance FY 20-21, for the term beginning June <br />1, 2021 and ending upon project completion, and authorize the City Manager to <br />execute the contract subject to nonsubstantive changes approved by the City <br />Manager and the City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated construction delivery cost of <br />$2,120,419, which includes $1,532,000 for the construction contract, $230,119 for <br />contract administration, inspection and testing, and a $358,300 project contingency <br />for unanticipated or unforeseen work. <br />DISCUSSION <br />The City's Pavement Management Program has been developed to identify the <br />preventive maintenance requirements for the City's street network. The local street <br />segments (Exhibit 1) recommended for the Fiscal Year 2020-21 Local Street Preventative <br />Maintenance Capital Improvement Project have been identified as high priorities for slurry <br />seal. The recommended work consists of preparing the roadway by performing minor <br />pavement repairs, including the following localized replacement of asphalt concrete <br />pavement, followed by slurry seal resurfacing, crack seal, striping, and signage. The <br />improvements also include replacement of damaged concrete curbs, gutters, sidewalks, <br />and curb ramps. Once completed, this project will improve the City's overall pavement <br />condition, enhance the visual appeal of the street, upgrade ride quality, and support <br />compliance with Americans with Disability Act (ADA) standards. <br />
