Human Resources <br />https://www.santa-ana.org/hr <br />Item # 22 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 1, 2021 <br />TOPIC: Resolution Amending the City's Basic Classification and Compensation Plan <br />AGENDA TITLE: <br />Adopt a Resolution Amending the City’s Basic Classification and Compensation Plan to <br />Establish and Delineate Classifications of Employment Designated as Unrepresented <br />Confidential Management and Unrepresented Confidential Employees <br />RECOMMENDED ACTION <br />Adopt a resolution that amends the City’s Basic Classification and Compensation Plan <br />2015-026, by: creating, deleting, or modifying classifications, and establishing terms and <br />conditions of employment for classifications designated as Unrepresented Confidential <br />Middle-Management (CMM), Unrepresented Confidential Administrative Management <br />(CAM), and Unrepresented Confidential Employees (UCE). <br />DISCUSSION <br />The Human Resources Department is vested with the responsibility for ensuring the <br />appropriateness of classifications based upon the type and level of duties and <br />responsibilities performed. On an ongoing basis, individual classifications are reviewed <br />and modified to ensure that job specifications remain current with emerging technology, <br />organizational changes, and labor market trends within specific occupations. The ongoing <br />maintenance of the personnel system will help facilitate efficient and economical services <br />to the public and provide for the continuance of a fair and equitable system of personnel <br />management. <br />Accordingly, the Human Resources Department recommends establishing and <br />delineating the Basic Compensation and Benefit Plan for classifications of confidential <br />employment designated as Unrepresented Confidential Middle-Management (CMM), <br />Unrepresented Confidential Administrative Management (CAM), and Unrepresented <br />Confidential Employee (UCE). Employee, Confidential is defined in the City’s EE-ER <br />Resolution 81-075 as, “an employee who is assigned to perform work directly involved in <br />the development, preparation or presentation of management positions with respect to <br />employer-employee relations.” Specifically, the recommendations are:
