Resolution Amending the City's Basic Classification and Compensation Plan <br />June 1, 2021 <br />Page 2 <br />1 <br />7 <br />5 <br />7 <br />Unrepresented Confidential Middle-Management (CMM) <br />The creation of two (2) classifications assigned to the City Attorney’s Office: Chief <br />Assistant City Attorney - Employee Relations and Senior Assistant City Attorney - <br />Employee Relations assigned to the City Attorney’s office. Said positions are exempt <br />from the City’s civil service system as set forth in the Santa Ana City Charter, Article X, <br />Section 1002 and serve at will. <br />The reassignment of the Assistant Human Resources Director classification. <br />The creation of three (3) classifications assigned to the Human Resources Department: <br />Employee Relations Manager, Human Resources Operations Manager, and Human <br />Resources Business Systems Administrator. <br />Unrepresented Confidential Administrative-Management (CAM) <br />The creation of two (2) classifications assigned to the Human Resources Department: <br />Principal Employee Relations Analyst and Senior Employee Relations Analyst. <br />Unrepresented Confidential Employees (UCE) <br />The creation of two (2) classifications assigned to the Human Resources Department: <br />Employee Relations Analyst and Executive Secretary – Human Resources. <br />The City and representatives of the Santa Ana Management Association (SAMA) and the <br />Confidential Association of Santa Ana (CASA) have met and conferred and agree to i) <br />the reassignment of classifications represented by the respective association and ii) the <br />creation of classifications assigned to the City Attorney’s Office and Human Resources <br />Department, to the unrepresented confidential units. <br />The classification and compensation recommendations to establish and delineate the job <br />classification, compensation and benefit plan for CMM, CAM, and UCE requires <br />amendment of the City Council adopted Resolution 2015-026. Specifically, the resolutions <br />(Attachments: Exhibit J and Exhibit K) provide language to mirror the compensation and <br />benefits available to SAMA and CASA members, while excluding provisions pertaining to <br />association representation. The resolutions are intended to accurately and <br />comprehensively describe all provisions applicable to CMM, CAM and UCE and enable <br />the City to administer provisions in an appropriate and legally compliant manner. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />Proposed related workforce changes and compensation for these classifications have <br />been included in the Proposed FY 2021-22 City Budget.
