The provisions and water conservation measures to be <br />implemented in response to each shortage level are described in the Water Shortage Contingency Plan <br />(WSCP) located in Appendix H of this 2020 UWMP. The City’s water conservation ordinance is included <br />in Appendix D of the WSCP. In 2015, as a result of the Governor’s drought <br />mandates, the City began to track its water wasting prohibition enforcement activities. On June 2, 2015 <br />the City declared a Phase 2 water supply shortage in Resolution No. 2015-025 by formally requiring all <br />water consumers to reduce use by 12% relative to their 2013 consumption. Additionally, on August 4, <br />2015, a water wasting penalty rate was established by Resolution No. 2015-047. This new penalty rate <br />permits City staff to penalize those users not meeting their water use reduction targets of 12%. The City <br />of Santa Ana as a whole has been meeting its State mandated target; as a result the City has yet to <br />impose any monetary penalties on any of its users. The City has communicated the water wasting <br />prohibitions and water conservation measures via various communication outlets available including <br />messaging on water bills, bill inserts, bill envelopes, the City website, bus shelter advertisements, City <br />newsletters, pole banners across the City, and a water conservation booth at community events. As a <br />result, in 2015 the City received 1,064 water waster complaints: a dramatic increase from prior years. The <br />City intends to continue both its water waste enforcement efforts and water conservation messaging in <br />the future; however, the intensity of both activities will be directly related to the level of water conservation <br />required to meet stated use reductions.
