Santa Ana 2020 Urban Water Management Plan <br />arcadis.com <br />1-2 <br />The various key new additions in the 2020 UWMP included as a result of the most recent water <br />regulations are: <br />Water Shortage Contingency Plan (WSCP) – WSCP helps a Supplier to better prepare for <br />drought conditions and provides the steps and water use efficiency measures to be taken in times <br />of water shortage conditions. WSCP now has more prescriptive elements, including an analysis <br />of water supply reliability; the water use efficiency measures for each of the six standard water <br />shortage levels, that correspond to water shortage percentages ranging from 0 - 10% to greater <br />than 50%; an estimate of potential to close supply gap for each measure; protocols and <br />procedures to communicate identified actions for any current or predicted water shortage <br />conditions; procedures for an annual water supply and demand assessment; monitoring and <br />reporting requirements to determine customer compliance; reevaluation and improvement <br />procedures for evaluating the WSCP. <br />Drought Risk Assessment – The Suppliers are now required to compare their total water use <br />and supply projections and conduct a reliability assessment of all their sources for a consecutive <br />five-year drought period beginning 2021. <br />Five Consecutive Dry-Year Water Reliability Assessment - The three-year multiple dry year <br />reliability assessment in previous UWMPs has now been extended from three to five consecutive <br />dry years to include a more comprehensive assessment of the reliability of the water sources to <br />improve preparedness of Suppliers for extended drought conditions. <br />Seismic Risk – The UWMP now includes a seismic risk assessment of the water supply <br />infrastructure and a plan to mitigate any seismic risks on the water supply assets. <br />Groundwater Supplies Coordination – The UWMP should be in accordance with the <br />Sustainable Groundwater Management Act of 2014 and consistent with the Groundwater <br />Sustainability Plans, wherever applicable. <br />Lay Description – To provide a better understanding of the UWMP to the general public, a lay <br />description of the UWMP is included, especially summarizing the Supplier’s detailed water <br />service reliability assessment and the planned management steps and actions to mitigate any <br />possible shortage scenarios. <br />UWMP Organization <br />This UWMP is organized into 10 main sections aligned with the DWR Guidebook recommendations. <br />The subsections are customized to tell the City’s story of water supply reliability and ways to overcome <br />any water shortages over a planning horizon of the next 25 years. <br />Section 1 Introduction and UWMP Overview gives an overview of the UWMP fundamentals and briefly <br />describes the new additional requirements passed by the Legislature for 2020 UWMP. <br />Section 2 UWMP Preparation identifies this UWMP as an individual planning effort of the City, lists the <br />type of year and units of measure used and introduces the coordination and outreach activities conducted <br />by the City to develop this UWMP. <br />Section 3 System Description gives a background on the City’s water system and its climate <br />characteristics, population projection, demographics, socioeconomics, and predominant current and <br />projected land uses of its service area.
