Authorize Budget Reallocation and Award Construction Contract <br />April 6, 2021 <br />Page 2 <br />reconnect the lost access. The project consists of a pathway along Lincoln Avenue, on <br />the west side of the tracks from Park Lane to Fairhaven Avenue, and then to the Santiago <br />Creek Trail (Exhibit 1). The pathway will connect pedestrians and bicyclists, and will <br />reduce walking and bicycling distances by one mile (Exhibit 2). <br />Before completing the project design, staff sought community input. Based on four <br />community input meetings, staff identified additional improvements to address the <br />community's security concerns. Features include taller and more aesthetically pleasing <br />green screens along the existing residential wall; new nighttime safety lighting; lockable <br />and more aesthetically pleasing gates to regulate access; and new park/trail security <br />patrols. The pathway and surrounding areas will have a greater aesthetic appeal and <br />enhance security of the pathway area after dusk, without limiting daytime access. <br />Improvements also include new landscaping. <br />On December 3, 2019, the City awarded a construction contract to Aramexx Construction. <br />Due to the unforeseen COVID-19 pandemic, industry -wide material shortages, and <br />challenges with Southern California Regional Rail Authority permitting and meeting <br />Community Workforce Agreement requirements, staff concluded it would be in the best <br />interest of the City to release the contractor from the contract. No work was completed <br />and as such, the City re -advertised the project. <br />The project was re -advertised by posting a Notice Inviting Bids in the Orange County <br />Register newspaper on December 14 and December 19, 2020. The project was also <br />advertised on the City's web -based electronic bidding system, PlanetBids, from <br />December 16, 2020 through January 20, 2021. Bids were received electronically via <br />PlanetBids on January 20, 2021. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, the City notified a total of 1,204 <br />regional vendors via PlanetBids, 68 of which are Santa Ana based. Fifty -Two vendors <br />requested bidding documents, and a total of four bids were received.
