Police Department <br />https://www.santa-ana.org/pd <br />Item # 20 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />April 6, 2021 <br />TOPIC: Warehouse space for the Santa Ana Police Department <br />AGENDA TITLE: <br />Approve a Three-Year Lease Agreement with Rick Kagasoff for warehouse space for the <br />Santa Ana Police Department Evidence Section in the amount of $197,227 (Non-General <br />Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a three-year lease agreement with Rick Kagasoff <br />for warehouse space, for the period of April 15, 2021 through April 30, 2024, in an amount <br />not to exceed $197,227, subject to non-substantive changes approved by the City <br />Manager and City Attorney. This agreement also includes an optional one-year extension, <br />exercisable by the City Manager and City Attorney, in the annual amount of $67,200. <br />DISCUSSION <br />The Santa Ana Police Department’s Evidence Section utilizes warehouse space to store <br />items with evidentiary value. The Police Department currently has an existing lease for <br />the adjacent warehouse with Rick Kagasoff. This lease is for an additional 6,500 square <br />foot warehouse used to store large evidence items related to the increase in illegal <br />cannabis locations and gambling locations. Due to the size of the gambling machines <br />and cannabis equipment, the Police Department’s Evidence Section is unable to store <br />these items. Based on the number of seizures over the past year, our current warehouse <br />is reaching capacity. Both warehouses have exterior yards separated by a fence. Rick <br />Kagasoff is willing to remove the fence at no cost to the City. The warehouse location <br />has been mutually beneficial to both the property owner and the Police Department, as <br />the property owner appreciates the law enforcement presence this agreement brings. <br />In October 2020, a search for properties was conducted for current City owned property <br />that would meet the proper evidentiary requirements per the Department of Justice. This <br />warehouse met the needed requirements, and the property owner negotiated lower <br />warehouse lease costs. The property owner has partnered with the Police Department <br />on this project and understands the needs of the warehouse for the Department and the <br />benefits to the community.
