Human Resources <br />https://www.santa-ana.org/hr <br />Item # 27 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />April 6, 2021 <br />TOPIC: Master Pay Schedule <br />AGENDA TITLE: <br />Adopt a resolution amending resolution No. 2019-111 to effect certain changes to the <br />City’s Master Pay Schedule in conformance with Title 2 of the California Code of <br />Regulations section 570.5 and the California Public Employee’s Retirement System <br />(CalPERS) <br />RECOMMENDED ACTION <br />Adopt a Resolution Amending Resolution No. 2019-111 to effect certain changes to the <br />City’s Master Pay Schedule for all represented and unrepresented employee <br />classifications of the City of Santa Ana, covered by the City’s Classification and <br />Compensation Plan, to conform with Title 2 of the California Code of Regulations Section <br />570.5, listing all employee pay rates on a publicly available master pay schedule <br />approved and adopted by City Council. <br />DISCUSSION <br />Adoption of this resolution (Exhibit 1) will amend Resolution No. 2019-111 with the <br />following changes to the City’s Master Pay Schedule: <br />1) On July 7, 2020, the Santa Ana City Council approved a second amendment (No. A- <br />2020-149) with the Police Officers Association’s Memorandum of Understanding (“MOU”) <br />(No. A-2019-027). The second amendment authorized certain changes and deferred the <br />cost of living adjustment of eight (8) salary rate ranges (approximately 4%) from July 1, <br />2020, as follows: <br />a. Effective January 1, 2021, salary shall be increased four (4) salary rate ranges <br />(approximately 2%); <br />b. Effective July 1, 2021, salary shall be increased four (4) salary rate ranges <br />(approximately 2%); <br />2) The resolution amending the Classification and Compensation Plan for Executive <br />Management (EM), as authorized on November 17, 2020 through Resolution 2020-082.
