Adopt a resolution accepting the donation of a Police K-9 animal, equipment and <br />supplies, and $5,000 to cover training expenses from Johanna Scillieri for the Santa <br />Ana Police Department’s Vice/Narcotics Unit and implementation of a K-9 Narcotics <br />Detection Program. <br />2.Approve an appropriation adjustment recognizing $5,000 in Police Miscellaneous <br />Reimbursement revenue (account no. 01114002 57402) and appropriating same to <br />the Vice/Narcotics Training, Transportation and Meetings account (no. 01114470 <br />62120). <br />DISCUSSION <br />The Santa Ana Police Department recently researched the benefits of implementing a <br />K-9 Narcotics Detection Program. Currently, the Department does not have such a <br />program, and relies on neighboring agencies for K-9 narcotics detection dogs. A K-9 <br />narcotics detection program will assist the Department in identifying areas in which <br />narcotics are sold. This will include narcotic houses that are a blight on the community, <br />illegal cannabis cultivations, and other locations. The implementation of a narcotics <br />program will also assist in the seizing of narcotics and reducing the amount of man hours <br />required in these types of investigations. <br />Currently, the Santa Ana Police Department Canine Unit has six apprehension canines, <br />a bloodhound, and a therapeutic dog. In addition to enforcement duties, the Canine Unit <br />performs public relation activities that enhance the crucial bond between the Police <br />Department and community members. During public demonstrations, community <br />members are able to “meet and greet” the police service dogs and observe live bite and <br />detection demonstrations.
