<br />AGENDA TITLE
<br />Approve Agreements with ABM Building Solutions, LLC, ACCO Engineered Systems,
<br />Envise, F.M. Thomas Air Conditioning, Inc., and South Coast Mechanical for As -Needed
<br />Repair of Heating, Ventilation, and Air Conditioning Systems at Various City Facilities, in
<br />an Aggregate Amount not to Exceed $2,875,000 for up to a Five -Year Term (Specification
<br />No. 20-134) (General Fund and Non -General Fund)
<br />RECOMMENDED ACTION
<br />Approve agreements with ABM Building Solutions, LLC, ACCO Engineered Systems,
<br />Envise, F.M. Thomas Air Conditioning, Inc., and South Coast Mechanical to provide as -
<br />needed heating, ventilation, and air conditioning (HVAC) repair services, including
<br />emergency call -out services, for a three-year period beginning April 1, 2021, and ending
<br />on March 31, 2024, with provisions for two, one-year extensions, in a total shared amount
<br />not to exceed $575,000 annually, for a total aggregate amount not to exceed $2,875,000,
<br />subject to non -substantive changes as approved by the City Manager and City Attorney.
<br />DISCUSSION
<br />The City of Santa Ana Public Works Agency Building Maintenance Division is responsible
<br />for ensuring the HVAC systems at various City facilities are in good repair and in working
<br />order using a combination of City staff and outside contractors. City facilities with HVAC
<br />systems include City Hall, Ross Annex, the Main Library, Newhope Library, Police
<br />Administration Building, Jail, Corporate Yard, and various community centers. HVAC
<br />systems to be serviced under these agreements include air handlers, chillers, chilled and
<br />hot water pumps, boilers, exhaust fans, cooling towers, air conditioning units, and large
<br />walk-in freezers and refrigerators.
<br />On October 29, 2020, the Public Works Agency issued Request for Proposal (RFP) 20-
<br />134 for consultants to provide facility HVAC service, maintenance, and repairs at various
<br />City facilities. The RFP was advertised on the City's online bid management and
<br />publication system, with bids due on December 7, 2020. Thirty-three vendors downloaded
<br />the project documents. Five proposals were received and evaluated by a selection
<br />committee based on criteria as outlined in the RFP. Each proposer demonstrated high
<br />technical competency, experience performing similar services, and met the City's
