20 <br /> <br />• In 2020, the City begun drafting a Hazard Mitigation Plan, which will identify <br />seismic threats to City facilities such as City Hall, Police and Fire Stations and <br />Emergency Operations Centers, and propose projects or measures to reduce <br />seismic risks to those facilities. <br /> <br />16. Urban Design Element <br />This Element establishes a long range vision regarding the City’s urban form to <br />orchestrate a safe, functional, and aesthetically pleasing urban environment. This <br />Element specifically addresses outdoor space and building form, and establishes <br />programs and measures to improve the physical setting in which community life takes <br />place. <br /> <br />• Coordinate consistency between urban design policies and policy layers, and the <br />zoning districts. The City adopted the Citywide Design Guidelines which created <br />consistency between urban design policies and policy layers, and the zoning <br />districts in 2002. <br />• Update development standards and design guidelines to reflect urban design <br />policies and principles. Two public realm plans reflecting pedestrian friendly <br />amenities and urban character for major corridors were completed. <br />• Develop an urban design review methodology to implement design policies, layers, <br />and guidelines. Developed and completed an urban design review methodology to <br />implement design policies and guidelines in 2016. <br />• Examine and modify site plan review, project review, and the planning counter <br />review processes to implement urban design goals and policies. Continue to require and condition new <br />development projects to install public art as part of land use entitlements. <br />• Develop design guidelines to integrate the concept of “defensible space.” The City <br />continues to integrate the concepts of “defensible space” and crime prevention <br />through environmental design (CPTED) on all development projects. <br />• The Community Development Agency completed the Arts and Culture Master Plan <br />to increase public interest, appreciation and support for art in public places. The <br />City’s Arts & Culture Office is working with its Commissioners to develop a Mural <br />Guideline for publicly-owned spaces, as well as integrating public art into new <br />construction projects. The Arts and Culture Office is also partnering with Parks, <br />Recreation and Community Services to create outdoor “Artist Spaces” at City parks <br />and city-owned lots. <br />• Encourage active participation from property owners, businesses and the general <br />public to upgrade landscaping, paint, signage and other exterior renovations. The <br />City holds an annual Most Beautiful Yard award to encourage residential property
