Neighborhood Safety Continue to coordinate and support <br />interdepartmental efforts to improve and <br />maintain the health and safety of <br />residential neighborhoods.Apply the <br />principles of Crime Prevention Through <br />Environmental Design (CPTED)to <br />enhance safety and security within multi- <br />family residential developments. <br />Ongoing In 2020,the City Development Review process engaged the Police Department and <br />City Planners to identify physical design measures that promote safe environments <br />within new and existing development projects through the use of crime prevention <br />through environmental design (CPTED) techniques. <br />10. Property Maintenance <br />Standards <br />Evaluate the appropriateness of the new <br />Healthy Housing Standards for applicability <br />to Santa Ana Municipal Codes. <br />Incorporate relevant portions into the <br />Municipal Codes to assist City staff in <br />inspecting and enforcing city codes. <br />Coordinate with Orange County Health <br />Department on how to collaborate on <br />efforts as authorized by Senate Bill 488, <br />including training opportunities for City <br />staff.Research industry best practices (i.e. <br />Rent Escrow Account Programs)to identify <br />Code Enforcement Tools to remedy and <br />expedite compliance with property <br />violations.Prepare an annual report for City <br />Council summarizing PREP Program <br />activities and accomplishments.Coordinate <br />PREP Program inspections and City <br />Housing Rehabilitation Loan Program to <br />facilitate health and safety improvements. <br />2014-2015 The City continues to apply Healthy Housing Standards along with other codes to <br />promote safe/healthy homes in its community and ensure good property maintenance <br />continues.Enforcement tools to expedite and remedy violations include: Administrative <br />Citations,Notices of Violation,and Notice and Orders.In 2020,with COVID-19 <br />pandemic making its presence,the City’s Code Enforcement Division continued to work <br />diligently with tenants and property owners to reduce and eliminate life safety issues <br />related to their housing and improve their quality of life,while committed to exercising <br />COVID-19 Safety Protocols that include but not limited to physical distancing to the <br />maximum extent possible,use of face coverings,frequent handwashing and usage of <br />sanitized gel/cream. As such,implementing COVID-19 Safety Inspection Protocols <br />severely impacted our abilities to conduct inspections of the city’s properties. <br />Nonetheless,Code Enforcement staff continued to use Administrative Citations best <br />practices as a tool to expedite and remedy violations. We continued our collaboration <br />with the City Attorney’s Office and the Santa Ana Police Department to address severe <br />land use violations such as illegal casinos and cannabis business in residential <br />properties;a commercial use not permitted in residential districts.Severe substandard <br />properties that require special attention are handled through the Code Enforcement <br />Receivership Program. This program facilitates enforcement through the court system <br />to ensure violations are abated and community concerns are mitigated.The Proactive <br />Rental Enforcement Program (PREP)staff continues providing City Loan Program <br />information to residential property owners when corrective notices are issued. <br />Information on the City Housing Loan Program is made available to property owners by <br />Code Enforcement and Housing staff. <br />11. Proactive Rental <br />Enforcement (PREP) <br />Inspect housing units and bring into <br />compliance with City codes and standards <br />(1,600 rental units annually). Work with <br />the County Health Department to identify <br />infestation code violations and streamline <br />resolution of violations. <br />Ongoing In 2020,through PREP Code Enforcement efforts,1,797 rental units were inspected <br />and generated 30 permits with a valuation of $44,200 in improvements to rental <br />properties.
