Residential Response <br />Team (RRT) <br />Inspect housing units and bring into <br />compliance with City codes and standards <br />at least 2,000 units annually.Work with the <br />County Health Department to identify <br />infestation violations and streamline <br />resolution of violations. <br />Ongoing In 2020,approximately 2,740 properties were inspected and 7,245 violations were <br />addressed to bring buildings into City code compliant standards. Code enforcement <br />efforts generated 271 permits with a valuation of $1.18 million to residential properties. <br />13. Historic Program and <br />Ordinance <br />Continue the implementation of historic <br />preservation program and associated <br />ordinances and incentives,including Mills <br />Act,design review,etc.Continue to identify <br />and list eligible historic residential <br />properties on a voluntary basis and seek <br />opportunities for preservation or adaptive <br />reuse. <br />Ongoing The City’s historic preservation program continues to protect Santa Ana’s cultural and <br />architectural resources.In 2020,20 applications for Mills Act agreements were <br />submitted to the City for consideration and 13 of those were executed and recorded.In <br />2020,the City submitted its annual report to the State Historic Preservation Offices <br />(SHPOs)to maintain its status as a Certified Local Government and access to funding <br />opportunities. <br />14. Historic Home <br />Rehabilitation Incentive <br />Seek flexible funding sources and other <br />incentives to encourage repair and <br />maintenance of historic homes and <br />complement the Mills Act program. <br />Provide low-interest home loans to assist in <br />the rehabilitation of up to 5 properties <br />occupied by lower income and family <br />households. <br />Ongoing The City continues to offer very low-interest loans to single-family historic homeowners. <br />City staff received two inquiries for the program.However,no applications were <br />received in 2020. <br />15. Historic Neighborhood <br />Preservation <br />Explore innovative strategies to preserve <br />residential districts and neighborhoods that <br />have historic value.Create guidelines <br />identifying the process for neighborhoods <br />to pursue becoming a type of historic <br />district. <br />Ongoing/2017 City staff continues to coordinate with the Heninger Park Neighborhood Association and <br />French Park Neighborhood Association regarding applications for construction in the <br />Historic Districts.Staff and the Historic Resources Commission drafted <br />recommendations to the City Council to establish "historically significant" neighborhoods <br />and support preservation efforts to maintain their historic character and context.The <br />Floral Park Neighborhood Association members continue to pursue becoming a <br />formalized historic district. <br />16. Transit Zoning Code Continue to implement the Transit Zoning <br />Code for eligible properties in downtown <br />Santa Ana.Facilitate and encourage the <br />development of varied housing types at a <br />mix of affordability levels,including for <br />lower income households using appropriate <br />incentives. Manage the development of <br />Housing Authority–owned property with <br />quality sustainable housing,including <br />affordable housing consistent with City <br />goals. <br />Ongoing The Transit Zoning Code (SD-84)continues to be applied in Downtown Santa Ana.A <br />Density Bonus Agreement for the redevelopment of a City owned parking lot into a <br />mixed-use project,with 171-unit apartments and hotel was approved (3rd &Broadway). <br />Pre-development is continuing for three Housing-Authority owned properties under a <br />long term ground lease for the projects:a 16-unit new construction permanent <br />supportive housing project (FX Residences);a two-unit ownership housing project <br />(Habitat for Humanity);and an 85-unit new construction project,of which 43 units will be <br />set-aside for permanent supportive housing (Crossroads at Washington).
