ATTACHMENT A <br />Orange County Central Corridor Improve ment'Project <br />Backaround <br />• In February 2018, the Orange County Transportation Authority .(OCTA) and the <br />California Department of Transportation. (Caltrans) submitted. the: Orange 'County' <br />Central Corridor Improvement Project (OC-CCIP), requesting $101.980 million in <br />funding. <br />• OCTA received a. partial award of $19,918 million for selected components of the <br />submitted project. <br />Requested Change <br />In December 2019, OCTA received a. request from the City of Tustin to withdraw their <br />four active transportation projects from the SCCP program. <br />o The .projects 'are located close to the Tustin Legacy. The area and. roadways <br />have been undergoing development for several years. For example, Edinger <br />Avenue has been. consistently .under construction,wh€:ch hascaused <br />construction fatigue amongst members of the community. <br />n Projects also run through Orange County Flood Control District (:OC Flood) <br />right-of=way, where they have yet to study the ultimate capacity of the flood <br />channel to determine future width requirements. Constructing. the flood <br />channels to the future width may requrre the removal of the bikeway. <br />o The removal.of the four Tustin projects leaves $2.144 million available which, <br />if approved by CTC; could be used toward alternative projects with similar <br />benefits. <br />• The: City of Santa Ana is requesting. to reprogram the SCCP funds that were awarded to <br />the Warner Avenue Class II Bikeway to another high priority active transportation project <br />.along. Santa. Clara Avenue, <br />a The City of Tustin recently constructed improvementsin the Warner Avenue <br />project area that will need to be removed to increase. roadway capacity for the <br />bikeway. The City of Santa Ana is unable to support the required cost increase <br />therefore, it cannot deliver the.Warner Avenue Project. <br />o The removal .of this Santa: Ana .project leaves$1.443. million Available, which if <br />approved by the CTC, could be used toward alternative projects with similar <br />benef€ts. <br />• OCTA is requesting CTC.approval to replace the four City of Tustin and the City of <br />Santa Ana's Warner Avenue project with the City of Santa Ana's Santa Clara Bicycle <br />and. Pedestrian Improvement Project. and the OCTAL led Route 53/553 (Bravo!'Ma€n <br />Street) Bus Stop Improvements to the Orange County Central Corridor Improvement <br />Project. <br />o OCTA is requesting that the OTC allow the City of Santa Aria .to use $,3,243 <br />million in SCCP funds in FY2020-21 to the: Santa Clara Bicycle and Pedestrian <br />Improvement Project on East Santa Clara Avenue between Lincoln Avenue <br />and Pasadena Street (approximately 1.3 miles) In the City of Santa Ana. The <br />project will construct a new s€d.ewalk, a new.intersection pedestrian .crossing <br />(at Wright Street) and a bikeway facility. The total construction cost for the <br />project is ap.proximately.$1669 million, <br />
