City Managers Office <br />https://www.santa-ana.org/cm <br />Item # 29 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />March 2, 2021 <br />TOPIC: Requirements for Members of Board, Commissions, and Committees <br />AGENDA TITLE: <br />Ordinance Amending Chapter 2 of the Santa Ana Municipal Code relating to Boards, <br />Commissions, and Committees <br />RECOMMENDED ACTION <br />Adopt an ordinance amending Chapter 2 of the Santa Ana Municipal Code relating to <br />Boards, Commissions, and Committees to remove requirements that a member of an <br />advisory body be a qualified elector of the City of Santa Ana. <br />DISCUSSION <br />On November 6, 2018, Santa Ana Voters approved Measure Z, Santa Ana City Charter <br />Amendments, which amended Article IX of the City Charter entitled “Appointive Boards <br />and Commissions.” This amendment provided that the City Council shall establish <br />appointive boards and commissions by ordinance and shall specify in such ordinance the <br />powers and duties of each appointive board and commission. <br />On September 1, 2020, the Santa Ana City Council adopted Ordinance NS-2992 <br />amending Santa Ana Municipal Code (SAMC) Chapter 2, Articles I and IV and repealing <br />SAMC Section 33-183 and Section 33-184. The amendments made changes to <br />modernize and streamline Articles I and IV of Chapter 2 of the SAMC, including removing <br />dated provisions and updating other portions of the Code, as well as to move provisions <br />relating to the Environmental and Transportation Advisory Committee from Chapter 33 of <br />the SAMC to Chapter 2. <br />At the January 19, 2021 meeting, members of the Santa Ana City Council directed staff <br />to prepare an ordinance to amend the SAMC provisions relating to the eligibility criteria <br />for participating members of boards, commissions, and committees (“advisory body”) to <br />remove requirements that a member of an advisory body be a qualified elector of the City <br />of Santa Ana (“qualified elector provisions”). The purpose of removing the qualified elector <br />provisions is to authorize the appointment of Santa Ana residents, without a requirement <br />of citizenship, to boards, commissions, and committees.
