(Athens) <br /> <br />February 9, 2021 3 ‐ 4 City of Santa Ana <br />Food Recovery Assistance <br />FOOD RESCUE AND DONATION PROGRAM <br />Athens proposed the following: <br />1. Support of Food Recovery Non‐Profits – Athens will collaborate with food recovery non‐profits and financially support the <br />collection and distribution of edible food directly from businesses within the City. <br />2. In‐Kind Service Support – Athens will evaluate potential in‐kind services including, but not limited to, covering the cost of <br />organics collection for those food recipient nonprofits that fall under AB 1826 and SB 1383 regulations. <br />3. Athens’ Internal Program Outreach and Education – Athens staff will be instructed on how to identify food recovery <br />opportunities at Santa Ana businesses, address concerns, encourage participation by connecting with Athens’ food recovery <br />partners, and track potential participants for future outreach. <br />Athens will identify the appropriate commercial customers and provide a list to the City, conduct waste assessments, and provide <br />compliance information to food generators and recovery organizations <br />Athens will conduct annual reviews and provide City reports on food recovery compliance, as well as SB 1383 non‐ compliance <br />complaints. <br />Recyclable Material Program <br />RECYCLABLE MATERIAL PROGRAM <br />Source separated program for all sectors. <br />Organic Waste Recycling Program <br />ORGANICS COLLECTION <br />Residential: Co‐collected with green waste. <br />Commercial: Organics will be delivered to either Tierra Verde in the City of Irvine, or to Athens’ Industry MRF for sorting and then <br />transferred to American Organics for composting. Athens recommends that customers use compostable bags or clear plastic bags for <br />the collection of organics. Athens confirmed that plastics bags will be composted at American Organics <br />Multi‐Family Bulky Item Collection <br />MFD BULKY ITEM PROGRAM <br />Athens will have one collection vehicle for collection of bulky item pickups for multifamily dwellings. These customers will have the <br />capability to request bulky item pickups 24 hours in advance by calling customer service during regular business hours, or by utilizing <br />Athens’ Self‐Services. Customers will be able to request up to 10 bulky item pickups once per quarter. Customers will be charged <br />$48/pickup. <br />Provision of Recovered Organic Waste Products <br />PROVISION OF RECOVERED ORGANIC WASTE PRODUCTS <br />Athens will procure sufficient compost, mulch, and/or renewable natural gas to power its CNG fleet to meet the City’s requirements <br />as contained in SB 1383. Athens will meet this obligation by utilizing the combination of making available compost for use in City <br />parks at no cost, compost giveaway events, and utilization of renewable natural gas collection vehicles. <br />Athens’ states that their RNG is not produced in California due to significant restriction of RNG being added to the California pipeline. <br />Athens will pursue the use of locally source RNG as it becomes available. <br />
