<br />February 9, 2021 1 City of Santa Ana <br />CITY OF SANTA ANA <br /> <br />REVIEW OF SOLID WASTE SERVICES PROPOSALS <br /> <br />This memorandum summarizes the results of the solid waste proposal review performed by <br />HF&H Consultants, LLC (HF&H) for the City of Santa Ana (City). <br />Background and RFP Process <br />Waste Management of Orange County currently provides the City with exclusive residential and <br />commercial collection services, including permanent and temporary roll‐off and bin service, and <br />construction and demolition debris which is generated from City government operations. <br />Construction and demolition debris generated at temporary construction sites and removed <br />using roll‐off boxes or bins, other than that generated by City government operations, is non‐ <br />exclusive, and these services are currently provided by Waste Management and Ware Disposal. <br /> <br />On June 16, 2020, the City Council approved an amendment to the residential and commercial <br />services agreement with Waste Management which extended the agreement term to June 30, <br />2022. On March 24, 2020, the City of Santa Ana released a Request for Proposals for the <br />Collection and Handling of Solid Waste Generated, Produced, and/or Accumulated in the City <br />(RFP). The RFP was subsequently amended on June 17, 2020, and August 12, 2020 to clarify terms <br />and answer proposer questions. <br />Proposals Received <br />On September 15, 2020, the City received five proposals from the following companies: <br /> <br /> Arakelian Enterprises, Inc., dba Athens Services (Athens) <br /> CR&R Environmental Services (CR&R) <br /> Republic Services (Republic) <br /> Waste Management <br /> Robert’s Waste and Recycling (Robert’s) <br /> <br />Upon initial review of the proposals, the City determined that Robert’s did not comply with the <br />requirements of the RFP. Robert’s did not propose on the required residential and commercial <br />services, and only proposed on roll‐off and temporary bin services, and the optional service <br />included in the RFP for Citywide construction and demolition debris collection and diversion <br />services. The City’s decision was based on the following: <br /> <br /> Page 14 of the RFP “Optional Services” states: “Through this RFP process the City may <br />choose to incorporate Citywide collection and processing of construction and demolition <br />debris generated within the City in the exclusive services provided under this agreement.” <br /> <br /> Section V. 20 “Optional Service: Citywide Construction and Demolition Debris Collection <br />and Diversion Services” states: “The City Council may consider whether to include
