<br />February 9, 2021 2 City of Santa Ana <br />construction and demolition debris collection and diversion services within the scope of <br />the exclusive agreement.” <br />Proposal Review <br />HF&H performed a preliminary review of the proposals submitted by Athens, CR&R, Republic, <br />and WM, and prepared a summary of each proposal. Written questions clarifying the proposals <br />were sent to each proposer on October 28, 2020 and each proposer was provided an opportunity <br />to review and comment on the accuracy of the written proposal summary. Written responses <br />from proposers to the initial questions were due by November 6, 2020. <br />Key Terms <br />The initial term of the agreement is ten years beginning July 1, 2022, with a mutual option to <br />extend the agreement for up to five years, and with an additional option to extend for up to <br />thirty‐six months at the City’s sole discretion. A summary of the key services and contract terms <br />is provided in Attachment 1. <br /> <br />The City’s RFP included the draft franchise agreement that the successful proposer would be <br />expected to execute. The agreement identified in significant detail the various solid waste <br />collection and recycling services to be provided. The scope of services contained in the <br />agreement is comprehensive, specific, and tailored to meet the needs of the customers within <br />the City of Santa Ana. Therefore, unless significant exceptions were proposed or significant <br />enhancements added to the City’s desired terms, all of the proposals would offer similar services. <br />Proposer Summaries <br />HF&H prepared a summary for each of the four proposers that submitted a complete proposal <br />(Attachments 3 through 6) that includes the following information obtained from the proposals: <br /> <br />1. “Proposer Overview,” including the company’s corporate headquarters, guaranteeing <br />entity, type of financial statements, and contract revenue as a percentage of total <br />company revenue. <br />2. “Proposed Franchise Fee Percentage,” based on the projected first‐year rate revenue. <br /> <br />3. “Experience,” including a summary of each proposer’s experience, including transition <br />experience, in other jurisdictions. <br /> <br />4. “Legal Disclosures,” indicating any legal issues that the RFP required the proposer to <br />disclose. <br />5. “Facilities,” describing the proposed operating yard, disposal site, transfer stations, and <br />processing facilities. <br /> <br />6. “Customer Service/Call Center Procedures,” including the call center location, average <br />hold‐times for calls, and response time to complete work orders.
