<br />PROPOSAL STANDARD AVENUE PROTECTED BIKE LANES <br />3RD TO WARNER <br />City of Santa Ana <br />TASK 3. PUBLIC & STAKEHOLDER OUTREACH <br />Public Engagement Plan and Stakeholder Database <br />Community outreach and engagement are essential to ensure the successful delivery of this project. We will <br />develop a Public Engagement Plan (PEP) with review and approval by the City. The PEP will outline specific <br />tasks, the purpose of these tasks in relation to the project, a schedule of public outreach activities, due dates <br />and deliverables associated with each task. Once approved, the PEP will serve as a blueprint for outreach, <br />but will remain flexible to address our current dynamic environment resulting from the COVID-19 pandemic. <br />As part of the PEP and outreach supporting services, we will develop a stakeholder database that will <br />be used to communicate with stakeholders for the duration of the project. To maximize efficiency, we will <br />utilize existing City’s list(s) to establish and expand upon the stakeholder database. The database will be <br />augmented with key stakeholder groups including neighborhood associations, City residents, property <br />owners, business owners, community groups/organizations and other interested parties. We will maintain <br />the database throughout administration of the project. <br />Community Meetings and Materials <br />As requested by the City, we plan to host two community meetings, which will be scheduled at key project <br />milestones. The purpose of these meetings is to discuss the project aspects, narrate benefits and changes, <br />solicit input on concepts with options, and educate the public on how to use the facilities. The meetings <br />will be hosted at a trusted community facility (Roosevelt-Walker Community Center, Madison Elementary <br />School, Kennedy Elementary School, Delhi Center, or other welcoming location). Our team is prepared to <br />lead the meetings in the preferred language of community members in attendance (likely Spanish). <br />In advance of meetings, a notification and promotion plan will be prepared. The notification plan will identify <br />the appropriate timing, meeting format, venues, data gathering tools, materials, and needed logistics. We <br />will prepare meeting presentation materials such as a project fact sheet, meeting notices, and graphics/ <br />boards. All materials will be developed in collaboration with the City and comments received during the <br />meetings will be documented via meeting outreach summaries. <br />Graphics and Renderings <br />The Mark Thomas team will prepare necessary conceptual renderings to effectively convey the proposed <br />project features at the two community workshops. Graphics will include renderings, a detailed map, and/or <br />cross-section diagrams. <br />Due to KTUA’s involvement in the Central Santa Ana Complete Streets project, a concept for the protected <br />intersection at Standard Avenue and McFadden Avenue has already been created and can be refined for <br />similar cross-sections along the corridor. Given our team experience in the City, we can efficiently create <br />high quality 3D schematic renderings for remaining project segments to illustrate proposed changes to <br />the community. Graphics can be used in conjunction with photography and videos to create photorealistic <br />content. If needed for the final product, KTUA can develop visual simulations, or photo simulations, that <br />involve the use of various software packages to overlay a 3D model of a proposed design over a high quality <br />photograph of the location. <br />Public Noticing <br />Our team proposes a variety of notification methods to inform and encourage participation from stakeholders <br />including residents, property owners, community groups, schools, faith-based organizations local <br />businesses, and more. The final selection of these methods will be identified in the PEP and can include: <br />• Bilingual noticing (English and Spanish). <br />• Direct mail notices to stakeholders in the project database.
