We assume that all documentation and data will be adequate and internally <br />consistent after the revised submittals. <br />Deliverables <br />i Up to two rounds of review comments, critiques, advice on solutions for the Initial Study, Draft EIR <br />and the technical studies to be provided electronically in MS Word or Adobe PDF <br />Attendance at up to two meetings (assumed to be virtual) by up to four Ascent staff (including <br />technical specialists) <br />Task 3: Peer Review of Final EIR <br />Ascent will review comment letters received and responses to comments prepared by the applicant's EIR <br />consultant. Similar to the Draft FIR, Ascent's management team and technical experts will critically review <br />the responses to comments on behalf of the City to furnish the necessary level of technical expertise as an <br />extension of City staff. We will advise the City on whether the written responses adequately address the <br />comments. We will also advise the City as to whether any comments may trigger the requirement to <br />recirculate the Draft EIR pursuant to CEQA Guidelines Section 15088.5. It is difficult to predict the number <br />and magnitude of comments received on the Draft EIR; however, we have assumed a budget of up to 40 <br />hours to peer review responses to comments. Once all Final EIR files are received, we will provide an <br />estimate on the level of effort required to complete the peer review of responses to comments. Any <br />discrepancies with the original budget will be discussed with the City and may require a budget augment. <br />We will document comments and critiques through comment features in MS Word or Adobe Acrobat. <br />Any required revisions will be completed by the applicant and resubmitted. Ascent will participate in up to <br />two meetings with the City (and if desired, the applicant's team) to discuss review comments. Following <br />any revisions that may be necessary, we will conduct a second review to determine if comments have <br />been adequately addressed. We will develop a mutually agreeable schedule prior to the kickoff meeting <br />and will maintain and update the schedule throughout the environmental review process. Our project <br />manager will track the critical path and inform the City of critical milestones that may be at risk. Other <br />typical tasks would include cost tracking, budget management, participation in conference/video-call <br />meetings, and unscheduled phone calls and email communication, as needed. We understand the City <br />may desire to meet on a bi-weekly basis if necessary and have budgeted for participation in up to 20 <br />conference -call meetings (two team members at 1 hour each). <br />Ascent will also support the City during public meetings and Planning Commission/City Council study <br />sessions and hearings. We have included time for attendance in person at up to three Planning <br />Commission/City Council study sessions/public hearings (two team members at 2 hours each). <br />10 ASCENT 1/06.0823 <br />
