City staff. We will advise the City on whether the documents contain any flaws, omissions, errors, and/or <br />generally substandard CEQA practices related to methodologies, analyses, and substantiation of <br />conclusions. Ascent will also conduct a cursory review of modeling appendices for consistency with the <br />technical study conclusions and EIR sections (if provided). However, this scope does not include detailed <br />review or investigations into the modeling software or outputs (should this level of effort be desired, we <br />would welcome a discussion on the fee and schedule implications and any augments that may be <br />necessary). Where discrepancies in the analysis are found, we will raise those deficiencies early in the <br />process and offer solutions for the applicant and its team to resolve the issues. <br />We have also retained Keyser Marston Associates to assist with peer reviewing the applicant's fiscal and <br />economic analysis, which would include: <br />Review of existing and proposed programs and uses; <br />i Review the reasonableness of the market study findings, including demand analysis, projected <br />rents, projected sales volumes and occupancy levels; <br />Identify key questions and issues for the developer and its consultant team to evaluate <br />reasonableness of assumptions; <br />i Review population and employment projections for proposed land use plan and compare to <br />market area trends; <br />Comment on reasonableness of City revenue assumptions and projections: <br />o Assessed value of the various uses and total land use plan; <br />o City's subvention revenues (e.g., motor vehicle in -lieu fees); <br />o City's share of sales tax revenues; <br />o Other projected revenues ongoing revenues <br />i Review and comment on reasonableness of projected City costs, including methodology and <br />underlying assumptions; <br />Provide high level comparison of City net revenues generated by the proposed land use plan to <br />net revenues generated by existing uses (to be provided by City); <br />i Provide brief comments on economic impact of the proposed entitlements; <br />Based on the foregoing research, KMA will comment on the reasonableness and methodology of <br />the Study's findings, including: <br />o Market assumptions <br />o Net City revenues <br />o Comparison to net City revenues generated by existing plan <br />o Economic benefits on proposed plan <br />We will document comments and critiques through comment features in MS Word or Adobe Acrobat. <br />Any required revisions will be completed by the applicant and resubmitted. Ascent will participate in up to <br />two meetings with the City (and if desired, the applicant's team) to discuss review comments.
