He has led hundreds of CEQA analyses on a wide range of <br />projects in a number of jurisdictions across California. He led the air quality analysis <br />for the San Diego Association of Governments' 2021 Regional Plan, led a variety of <br />health risk assessments, and has managed climate action plans. Matt also has <br />experience serving as a project manager and lead technical analyst, communicating <br />technical and nontechnical aspects to clients and the public, mentoring and <br />managing staff, and working both independently and as part of a team. <br />Zach is an environmental and transportation planner with 14 years of experience in <br />transportation planning, long-range planning, land use planning, and environmental <br />impact analysis. He is an expert in addressing CEQA's requirement for vehicle miles <br />traveled (VMT) analysis as the basis for transportation impacts. Zach has worked on <br />a variety of transportation projects throughout the state, ranging from multibillion - <br />dollar public transportation infrastructure and transit projects to small-scale traffic <br />studies. He has reviewed and commented on transportation sections prepared for <br />CEQA environmental documents by transportation subconsultants. In addition, he <br />has evaluated a range of noise impact issues, including the potential for residents to <br />experience sleep disturbance or noticeable ground vibration levels from noise and <br />vibration generated by nearby freeways/roadways, light -rail lines, mechanical <br />equipment, and construction activity. Zach's technical experience includes <br />application of the Federal Highway Administration's Roadway Construction Noise <br />Model and Traffic Noise Model and the collection of sound level measurements in <br />the field in accordance with American National Standards Institute standards. <br />Alta has 21 years of experience in the environmental consulting field. Her experience <br />as an architectural historian includes archival research, historic building and structure <br />surveys and evaluations, and cultural resources documentation for National <br />Environmental Policy Act (NEPA) and CEQA projects ranging from single building <br />evaluations to district -wide surveys for CEQA, Public Resources Code (PRC) Section <br />5024, and National Historic Preservation Act (NHPA) Section 106 compliance <br />documents. Alta meets the Secretary of the Interior's Professional Qualification <br />Standards for architectural history and history. <br />Kelley is an environmental scientist who has over 20 years of experience in the <br />natural resources, water quality, and stormwater field. She has successfully worked in <br />the complex regulatory environment on a variety of natural resources, erosion <br />control, and stormwater compliance programs and projects. Her experience includes <br />working closely with clients in developing and delivering stormwater and <br />environmental compliance, construction site best management practice (BMP) <br />programs, erosion control and stormwater retrofit programs, environmental permits, <br />and CEQA and NEPA documents.
