Police Department <br />www.santa-ana.org/police <br />Item # 12 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />October 3, 2023 <br />TOPIC: School Resource Officer Services for Garden Grove Unified School District <br />AGENDA TITLE <br />Approve a Three-Year Agreement with the Garden Grove Unified School District for <br />School Resource Officer Services in the Amount of $630,657 Payable to the City <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a three-year service agreement with the Garden <br />Grove Unified School District (GGUSD), which provides for the Santa Ana Police <br />Department to staff one full time School Resource Officer (SRO) to the school district, <br />for the period of October 3, 2023 through October 2, 2026, in an amount not to exceed <br />$630,657 payable to the City, subject to non-substantive changes approved by the City <br />Manager and the City Attorney. <br />GOVERNMENT CODE §84308 APPLIES:Yes <br />DISCUSSION <br />The GGUSD has six schools located in the western portion of the city, which are within <br />the policing jurisdiction of the Santa Ana Police Department. The schools consist of five <br />elementary schools (Rosita, Hazard, Newhope, Heritage, Russell) and one intermediate <br />school (Fitz). The GGUSD does not have a police department. The GGUSD provides <br />police services to its various schools by entering into service agreements with the law <br />enforcement agency with jurisdiction over the school(s). The GGUSD is seeking to <br />augment and enhance their security measures for its Santa Ana schools by entering <br />into a service agreement with the Santa Ana Police Department to provide a full time, <br />sworn police officer to serve as their SRO for the six schools located in Santa Ana. The <br />service agreement was approved by the GGUSD School Board at their meeting on <br />September 19, 2023. <br />The SRO will be responsible for providing security and crime prevention services. The <br />SRO will work directly with school administrators, teachers, and students to <br />cooperatively provide law enforcement resources coupled with the mentoring of <br />students and the provision of law enforcement related presentations on youth issues.
