RESOLUTION NO. 2023-XXX <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA GIVING NOTICE OF A GENERAL MUNICIPAL <br />ELECTION TO BE HELD IN THE CITY OF SANTA ANA ON <br />NOVEMBER 5, 2024 FOR THE SUBMISSION OF A BALLOT <br />MEASURE TO THE QUALIFIED VOTERS AMENDING THE <br />CITY’S RENT STABILIZATION AND JUST CAUSE <br />EVICTION ORDINANCE TO REQUIRE TWO-THIRDS <br />APPROVAL BY ALL OF THE MEMBERS OF THE CITY <br />COUNCIL FOR AMENDMENT OF CERTAIN PROVISIONS <br />OF THE ORDINANCE, REQUESTING CONSOLIDATION <br />WITH THE STATEWIDE GENERAL ELECTION, AND <br />PROVIDING FOR THE FILING OF ARGUMENT AND <br />REBUTTAL STATEMENTS <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. Pursuant to the California Elections Code, and any other applicable <br />requirements of the laws of the State of California relating to charter cities, the City <br />Council, by majority vote, hereby calls and orders to be held in the City of Santa Ana on <br />Tuesday, November 5, 2024, a General Municipal Elections for the purpose of submitting <br />the ballot measure ordinance to the qualified voters of the City of Santa Ana. <br />Section 2. There will also be a Statewide General Election held on November <br />5, 2024 and it is desirable that the General Municipal Election of the City of Santa Ana on <br />November 5, 2024 be consolidated with the Statewide General Election to be held on the <br />same date and; that within the City of Santa Ana, the precincts and polling places be the <br />same and that the Board of Supervisors of the County of Orange canvass the returns of <br />both elections, in all respects as of there were only one election. <br />Section 3. The California Elections Code directs that the City Council approve the <br />form of the ballot question to be submitted to the voters and the City of Santa Ana <br />desires, on its own motion, to submit to the voters a question of whether to amend the <br />Rent Stabilization and Just Cause Eviction Ordinance to require two-thirds approval by <br />all members of the City Council for certain future amendments shall be submitted to <br />the voters at the General Municipal Election to be held on Tuesday, November 5, <br />2024. <br />Section 4. On October 18, 2022, the City Council adopted Ordinance No. <br />NS-3027 which adopted amendments to the Rent Stabilization Ordinance and Just <br />Cause Eviction Ordinance to implement efficient and effective program services <br />to rental property owners and tenants and promote long-term sustainability of the <br />programs. <br />Section 5. Since the adoption of the Rent Stabilization and Just Cause Eviction <br />Ordinance by the Santa Ana City Council, Santa Ana residents have made multiple <br />Resolution No. 2023-XXX <br />Page 1 of 5
