<br />Resolution No. 2023-XXX <br />Page 2 of 5 <br /> <br />reports about landlords who have refused to comply with the law relating to rent increase <br />and improper evictions. Requiring a two-thirds approval for changes to certain provisions <br />of the Rent Stabilization and Just Cause Eviction Ordinance shall help to provide tenants, <br />landlords, Mobilehome residents, and interested parties with consistency and ongoing <br />stability relating to the implementation of the Rent Stabilization and Just Cause Eviction <br />Ordinance, as well as, the programs and services related thereto. <br /> <br />Section 6. The ballot question for the proposed ballot measure shall be as follows, <br />with identification as determined in accordance with the California Elections Code: <br /> <br /> <br /> <br />MEASURE #___ <br /> <br />Shall an ordinance be adopted to require a two-thirds vote by all <br />members of the Santa Ana City Council to amend certain provisions <br />of the City’s Rent Stabilization and Just Cause Eviction Ordinance in <br />the future? <br /> <br /> <br />Yes <br /> <br /> <br /> <br /> <br /> <br />No <br /> <br /> <br />Section 7. The text of the ballot measure to be submitted to the voters is attached <br />to this Resolution as Exhibit “A” and incorporated herein by this reference. <br /> <br />Section 8. If the ballot measure receive a majority of the votes cast on it at the <br />election, the ordinance shall be amended accordingly. <br /> <br />Section 9. That pursuant to Elections Code Section 9280, the City Council hereby <br />directs the City Clerk to transmit a copy of the Ballot Measure to the City Attorney to <br />prepare an impartial analysis of the Ballot Measur e which shall not exceed 500 words in <br />length. <br /> <br />Section 10. That pursuant to Elections Code Section 9282, the City Council, or a <br />member or members of the City Council authorized by the City Council, or an individual <br />voter who is eligible to vote on the measure, or bona fide association of citizens or <br />combination of voters and associations, may file a written argument for or against the <br />Ballot Measure in accordance with Article 4, Chapter 3, Division 9 of the Elections Code. <br />An argument shall not exceed 300 words in length. Written arguments for or against the <br />Ballot Measure shall be filed by the deadline set by the City Clerk. <br /> <br />Section 11. That pursuant to Elections Code Section 9287, if more than one <br />argument for or more than one argument against the Ballot Measure is submitted to the <br />City Clerk within the time prescribed by law, he or she shall select one of the arguments <br />in favor and one of the arguments against the Ballot Measure for printing and distribution <br />to the voters, giving preference in such selection in the following order:
