Guevara VIA EMAIL Senior Planner JGuevara@santa-ana.org City of Santa Ana, Planning and Building Agency (M-20) Planning Division 20 Civic Center Plaza Santa Ana, California 92702 Subject: Proposal for Preparation of an Initial Study/Mitigated Negative Declaration (IS/MND) for McDonald's at Santa Clara Avenue Project in the City of Santa Ana, County of Orange Dear Mr. Guevara: Psomas appreciates the opportunity to submit a Scope of Work (SOW) and cost estimate for preparation of an Initial Study/Mitigated Negative Declaration (IS/MND) for McDonald's at Santa Clara Avenue Project (Project), located in SantaAna (City). The City of Santa Ana is the Lead Agency on the IS/MND. Psomas is a full -service environmental, engineering, construction management, and land survey firm. Psomas' Environmental and Resource Management Group provides California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) documentation; biological resources surveys and assessments; regulatory services and permitting; habitat restoration planning; cultural resources assessments and monitoring; air quality, greenhouse gas emissions, and noise analyses; and Geographic Information Systems (GIS) mapping and spatial analyses. Psomas proposes a Project team with CEQA expertise on in -fill re -development commercial projects with relevant experience in the California Environmental Quality Act (CEQA) to assist the City and the Project team with preparation of an IS/MND. 1, Alia Hokuki, AICP, am a Senior Project Manager with over 27 years of experience in preparing environmental documentation pursuant to CEQA for a variety of project types, including nonresidential in -fill projects, including commercial, retail, institutional (education and healthcare), and infrastructure projects. In addition, I will operate as the main point of contact to the City and Project team and be the day-to-day Project Manager with the responsibility of ensuring work is completed on schedule and within budget. I will be supported by a team of highly qualified and experienced in-house staff, and all technical analyses included in this SOW will be conducted by Psomas' technical staff. We understand that the Applicant's consultants have prepared a Water Quality Management Plan (WQMP); Hydrology and Hydraulics Report; Geotechnical Report; and Traffic Analysis, which will be provided to Psomas for incorporation into the IS/MND. 5 Hutton Centre Drive Attachment A includes our proposed SOW for preparing and processing the IS/MND; suite 300 AttachmentB includes the Cost Estimate for our work effort; and Attachment C includes the Santa Ana, CA 92707 Schedule for the Project.
