Exhibit A-1 to Side Letter 1 <br />A-2020-241-34 <br />ATTACHMENT A <br />McDonald's at Santa Clara Avenue <br />SCOPE OF WORK <br />MCDONALD'S AT SANTA CLARA AVENUE PROJECT <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />May 4, 2023, Revised June 1, 2023 <br />PROJECT UNDERSTANDING <br />The McDonald's at Santa Clara Avenue Project (Project), involves re -development of the 36,538-square- <br />foot (sf) site with a McDonald's drive -through fast food facility, located at 2101, 2107, and 2109 East <br />Santa Clara Avenue. The site is currently developed with the two single-family residences with detached <br />garages and associated improvements. The eastern and western residences are approximately 3,000 sf and <br />1,800 sf in size, respectively. <br />The proposed Project will be developed as a 3,975-sf McDonald's fast-food restaurant with a drive - <br />through lane and associated parking and landscaping. To accommodate development of the proposed <br />Project, the two existing single-family residential units with detaches garages will be demolished. Local <br />access is from East Santa Clara Avenue and North Tustin Avenue, and regional access is provided by <br />State Route 55 (SR-55). <br />The Project site is in a built -out and urbanized portion of the City of Santa Ana and is surrounded by <br />residential development to the south across from East Santa Clara Avenue and commercial/retail to the <br />east, north, and west. <br />The Project site has a General Plan Land Use designation of General Commercial (GC) and Zoning <br />designation of General Agricultural (At). A Zone Change is required to designate the site as Arterial <br />Commercial (C5). Also, a Conditional Use Permit is required to allow the operation of the proposed <br />drive -through lane. <br />ENVIRONMENTAL ANALYSIS APPROACH <br />Based on the Request for Proposal (RFP), the City has determined that an Initial Study/Mitigated <br />Negative Declaration is required for the proposed re -development of the site. We concur that an IS/MND <br />prepared in accordance with CEQA (California Public Resources Code, Sections 21000 et seq.) and the <br />State CEQA Guidelines (California Code of Regulations, Title 14, Section 15000 et seq.), would be the <br />appropriate CEQA document for the proposed Project. Additionally, Psomas will take into account the <br />City's requirements and specifications and will use the CEQA Appendix G Environmental Checklist <br />Form (2020 CEQA Guidelines) to prepare the IS/MND. <br />SCOPE OF ENVIRONMENTAL SERVICES <br />Below is the SOW for the proposed McDonald's at Santa Clara Avenue Project IS/MND based on our <br />understanding of the Project and the information received from the City.
