ballot measure to the qualified voters asking if the City of Santa Ana should <br />permit noncitizen voting in City municipal elections at which municipal officers <br />are elected and requesting the Orange County Board of Supervisors to <br />consolidate this election with the Statewide General Election. <br />RESOLUTION NO. 2023-XXX- A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA CALLING AND GIVING NOTICE OF A GENERAL <br />MUNICIPAL ELECTION TO BE HELD IN THE CITY OF SANTA ANA ON <br />NOVEMBER 5, 2024 FOR THE SUBMISSION OF A BALLOT MEASURE TO <br />THE QUALIFIED VOTERS ASKING IF THE CITY OF SANTA ANA SHOULD <br />PERMIT NONCITIZEN VOTING IN CITY MUNICIPAL ELECTIONS AT WHICH <br />MUNICIPAL OFFICERS ARE ELECTED AND REQUESTING THE ORANGE <br />COUNTY BOARD OF SUPERVISORS TO CONSOLIDATE THIS ELECTION <br />WITH THE STATEWIDE GENERAL ELECTION (includes determination that <br />this Resolution is not subject to the California Environmental Quality Act <br />(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the State CEQA <br />Guidelines because it will not result in a direct or reasonably foreseeable <br />indirect physical change in the environment, as there is no possibility it will <br />have a significant effect on the environment and it is not a "project," as defined <br />in Section 15378 of the State CEQA Guidelines.
