CITY COUNCIL 20 December 20, 2022 <br />Mayor Pro Tem Lopez provided comments, spoke in opposition to staff's recommended <br />options and the status quo, and requested options aimed at one specific bargaining unit. <br />City Manager Kristine Ridge and Councilmember Phan provided clarifying remarks <br />regarding previous discussions and the options presented. <br />Mayor Amezcua provided comments and spoke in support of Option 1. <br />No vote taken; majority support provided to maintain the status quo. <br />**END OF BUSINESS CALENDAR** <br />PUBLIC HEARINGS <br />PUBLIC COMMENTS – Members of the public may address the City Council on each of the <br />Public Hearing items. <br />41.Amendment Application No. 202201 to Change the Zoning District From Professional to Light <br />Industrial and Appeal Nos. 202201 and 202202 Appealing Planning Commission Approval of <br />Conditional Use Permit No. 202214 to Permit the Establishment of Distribution Uses within an <br />Industrial Building to be Constructed at 17001740 E. Garry Avenue <br />Legal notice published in the Orange County Reporter on December 9, 2022 and notices <br />mailed on December 8, 2022. <br />Department(s): Planning and Building Agency <br />Recommended Action: 1. Resolution No. 2022107 – Adopt a resolution denying Appeal <br />Application Nos. 202201 and 202202 and upholding the determination of the Planning <br />Commission to approve Conditional Use Permit No. 202214 as conditioned, and <br />2. Place ordinance on first reading approving Amendment Application No. 202201. <br />MINUTES: Mayor Amezcua opened the Public Hearing at 9:09 P.M. <br />Councilmember Phan recused herself from Public Hearing Item 41 out of an abundance of <br />caution as the listed party is potentially linked to her employer, Rutan & Tucker, and left the <br />room while the item was discussed. <br />Director of Planning and Building Minh Thai provided a brief presentation. <br />In-person Public Comments: <br />Applicant Rob Mitchell, Greenlaw Partners, provided comments regarding the application <br />and the agreements with the neighboring properties. <br />Melinda Green, representative of the appellant Garry Plaza Office Park Association, <br />provided comments on behalf of her client.
