CITY COUNCIL 21 December 20, 2022 <br />Rob Mitchell provided a rebuttal to Ms. Green’s comments. <br />Councilmember Vazquez inquired with staff regarding an easement permit. <br />Jack Stevens provided comments on the disturbance he believed would be caused by <br />industrial development, the tentative agreement with Rob Mitchell, and requested Council <br />postpone the item. <br />Michael Brion provided comments regarding property management, power of attorney, and <br />issues he has had with the property developer. <br />William Stevens provided comments on his concerns regarding industrial development in <br />close proximity to an office building and requested Council postpone the item. <br />The following speaker addressed Council via teleconference: <br /> <br />Victoria Yun, on behalf of the appellant Supporters Alliance for Environmental <br />Responsibility (SAFER), requested Council remand the item back to staff to circulate a <br />California Environmental Quality Act (CEQA) document for public review and provided <br />various other comments. <br />Mayor Amezcua closed the Public Hearing at 9:52 P.M. <br />Councilmember Bacerra requested to include a condition to incorporate public art in the <br />development. <br />Councilmember Hernandez inquired about a future environmental study. <br />Moved by Councilmember Bacerra, seconded by Councilmember Penaloza to <br />approve the recommended action and include a public art requirement. <br />YES: 5 – Councilmember Bacerra, – Councilmember Hernandez – Councilmember Penaloza, <br />– Councilmember Vazquez, – Mayor Amezcua <br />NO: 0 <br />ABSTAIN:1 – Councilmember Phan <br />ABSENT: 1 – Mayor Po Tem Lopez <br />Status: 5 – 0 – 1 – 1 – Pass <br />42.Conduct a TEFRA Hearing for the First Point Apartments I and Accept a Resolution Approving <br />the Issuance by the California Municipal Finance Authority of Exempt Facility Bonds for a <br />Qualified Residential Rental Project <br />Legal Notice published in the Orange County Reporter on December 9, 2022. <br />Department(s): Community Development Agency <br />Recommended Action: 1.
