CITY OF SANTA ANA <br />RFP NO.: 23-026 <br />WATER RESOURCES FUNCTIONAL SPECIFICATIONS DEVELOPMENT AND SCADA <br />PROGRAMMING SERVICES <br />SCOPE OF WORK <br />A. INTRODUCTION AND BACKGROUND <br />The City of Santa Ana Public Works Agency —Water Resources Division oversees and maintains <br />the daily operations of the Water System and Sanitary Sewer System. The City's water system <br />has an average day demand of about 30 million gallons (MG) with 45,000 service connections. <br />It is comprised of approximately 478 miles of water main, 45 MG of storage at five (5) sites, <br />seven (7) MWD connections, 21 groundwater wells, seven (7) pump stations, four (4) pressure <br />regulating stations and utilizes two (2) pressure zones. <br />B. CONSULTANT RESPONSIBILITIES <br />The City desires to retain a qualified Consultant to prepare functional specifications, <br />control panel drawings, programming and testing specifications and provide SCADA <br />systems source control and change control services for the City's water production <br />facilities. The selected vendor is intended to, among other items previously stated, provide and <br />institute oversight mechanisms for the City's contracted controls programmers. The City's <br />facilities are controlled by the Dynac ES SCADA software as provided by Kapsch TrafficCom <br />USA, Inc. The City is also utilizing Wonderware by AVEVA. <br />The Consultant shall provide all labor, materials, services, and equipment necessary for the <br />services described herein. The Consultant shall possess all Federal, State and Local permits, <br />licenses, and approvals necessary to provide good/services required in the Scope of Work. <br />C. SCOPE OF SERVICES <br />The City is seeking qualified Consultants to provide (1) control panel drawings, (2) functional <br />specifications, (3) programming and testing specifications, (4) source control, and (5) change <br />control described in the following sections: <br />1. CONTROL PANEL DRAWINGS <br />The Consultant shall be capable of providing and reviewing control panel drawings as they <br />relate to the City's instrumentation and electrical components. The City's water production sites <br />utilize the following components: <br />• Modicon Momentum Programmable Logic Computers (PLC) — (Modicon M340 and <br />M580 and other various models) <br />• Variable Frequency Drives (VFD) — (Various models such as ABB and Danfoss) <br />• Limitorque and AUMA motor operated valves (MOV) <br />• Mag meters (various brands) and other related appurtenances <br />• Magelis human machine interfaces (HMI) or a Unitronics display <br />The Consultant shall have experience working with the aforementioned instruments and shall <br />recommend retrofits when applicable.
