CITY OF SANTA ANA <br />RFP NO.: 23-026 <br />WATER RESOURCES FUNCTIONAL SPECIFICATIONS DEVELOPMENT AND SCADA <br />PROGRAMMING SERVICES <br />5. SCADA CHANGE CONTROL <br />The Consultant shall implement, manage and maintain a robust change control system and <br />establish procedures to provide governance and structure over proposed SCADA system and <br />site local control programming changes and associated integrator activities. The goal of <br />Change Control services is to prevent ad -hoc SCADA configuration changes, ad -hoc PLC <br />programming changes, properly document new instrumentation additions and ensure proper <br />documentation is kept regarding the nature and reason for the desired system changes. <br />Consultant shall propose a change control platform and methodology. Change requests may <br />be initiated by City, City's contract integrators or Consultant. The City will have final say as to <br />what change requests are approved. <br />D. CODE COMPLIANCE <br />All materials and workmanship shall be in strict conformity with federal, state and local codes, <br />requirements, standards of the latest editions, and guidelines including revisions of the following: <br />• International Society of Automation (ISA) <br />• California Building Code (CBC) <br />• American National Standards Institute (ANSI) <br />• American Society of Testing and Materials (ASTM) <br />• Department of Transportation (DOT) <br />• California State Water Resources Control Board <br />• Department of Drinking Water <br />• South Coast Air Quality Management District (SCAQMD) <br />• Environmental Protection Agency (EPA) <br />• Occupational Safety and Health Administration (OSHA) <br />E. PROJECT MANAGEMENT AND COORDINATION <br />When a request for service is issued to the City, the Consultant shall issue an estimate to the <br />City's designated Project Manager. The Consultant shall not proceed with any work without the <br />approval of the City's designated Project Manager in the form of a Notice to Proceed. <br />Consultants shall invoice the City on a monthly basis for all work performed during the period or <br />provide a one-time invoice at the completion of work issued. Each invoice shall be accompanied <br />by a summary of tasks performed, contract agreement number, results and progress on long- <br />term tasks if any. <br />F. VALUE ADDED RELATED SERVICES <br />The Consultant may propose additional related services that the City has not specifically <br />identified in this RFP to accomplish the stated goals of this RFP. Value added related <br />services will be considered by the City and may or may not be incorporated in the agreement. <br />All parts and materials must be supplied new and factory approved. <br />City of Santa Ana RFP 23-026 <br />Water Resources Functional Specifications Development and SCADA Programming Services <br />Page 18 <br />
