') <br />Community Development Agency <br />.; santa-ana.org/community-development <br />Item # 25 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />September 19, 2023 <br />TOPIC: Consolidated Annual Performance and Evaluation Report for Fiscal Year 2022- <br />23 <br />AGENDA TITLE <br />Public Hearing: Consolidated Annual Performance and Evaluation Report for Fiscal <br />Year 2022-23 (Community Development Block Grant, Emergency Solutions Grant, <br />HOME Investment Partnership Program) <br />RECOMMENDED ACTION <br />Authorize submission of the Consolidated Annual Performance and Evaluation Report <br />to the U.S. Department of Housing and Urban Development. <br />COMMUNITY DEVELOPMENT COMMISSION <br />At its Regular Meeting on August 23, 2023, the Community Development Commission <br />(CDC) held a public hearing to receive resident and stakeholder comments on the <br />Fiscal Year 2022-23 Consolidated Annual Performance and Evaluation Report <br />(CAPER). No comments were received during the meeting. <br />The Community Development Commission recommended approval of the FY 2022-23 <br />Consolidated Annual Performance and Evaluation Report to the City Council by a vote <br />of 6:0. <br />DISCUSSION <br />The Five -Year Consolidated Plan is a comprehensive planning and application <br />document that covers the three entitlement grants that the City receives annually from <br />the U.S. Department of Housing and Urban Development ("HUD"). The Consolidated <br />Plan outlines a strategy for using the three grants and other resources to meet <br />community needs as they were identified in the Plan. These three entitlement grants are <br />the Community Development Block Grant ("CDBG"), Emergency Solutions Grant <br />("ESG"), and HOME Investment Partnerships Program ("HOME"). The Consolidated <br />Plan also identifies five-year numeric goals for meeting the identified community needs <br />that Santa Ana will work toward during the period covered. <br />As part of the Consolidated Plan process, HUD requires the City to submit a <br />Consolidated Annual Performance and Evaluation Report ("CAPER") (Exhibit 1.) The <br />CAPER describes the activities and accomplishments for the three federal entitlement <br />
