Authorize the City Manager to execute an agreement with America on Track in the <br />amount of $200,000 for a one-year term, with an option to extend for one year, for a <br />two-year aggregate total not to exceed $400,000, for gang prevention and <br />intervention services, for a term beginning December 1, 2023, subject to non- <br />substantive changes approved by the City Manager and City Attorney (Agreement <br />No. 2023-XXX). <br />2. Authorize the City Manager to execute an agreement with Nati’s House dba Neutral <br />Ground in the amount of $200,000 for a one-year term, with an option to extend for <br />one year, for a two-year aggregate total not to exceed $400,000, for gang prevention <br />and intervention services, for a term beginning December 1, 2023, subject to non- <br />substantive changes approved by the City Manager and City Attorney (Agreement <br />No. 2023-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />On June 1, 2023, the City of Santa Ana issued a Request for Proposals (RFP #23-090) <br />to retain services to provide prioritized gang prevention and intervention services to at- <br />risk youth of the City of Santa Ana. The RFP was posted on the City's PlanetBids portal <br />and twenty-one organizations were notified who had expressed prior interest. The <br />deadline for submissions was Thursday, July 6, 2023, at 5:00 P.M. <br />The City received two proposals prior to the submission deadline. Staff conducted a <br />minimum threshold review of each proposal to ensure compliance with the RFP <br />requirements. Following this review, staff formed a Review Panel consisting of the <br />Homeless Services Division Manager, the Senior Community Development Analyst, a
