Gang Prevention and Intervention Program Services <br />November 7, 2023 <br />Page 2 <br />3 <br />8 <br />4 <br />1 <br />Community Development Analyst, and the Recreation and Community Services <br />Supervisor. <br />The review panel met on Thursday, August 3, 2023, to review the proposals, and on <br />Friday, August 10, 2023, to interview each bidder separately. Each proposal was <br />evaluated by the review panel based only on the evaluation criteria in the RFP. The <br />following table summarizes the results of the evaluation by the review panel, <br />providing the average score and ranking for each proposal: <br />Rank Proposal Submitted By Average Score* <br />1 America On Track, Inc.130.5 <br />2 Neutral Ground, Inc.119 <br />* Maximum score was 142 points <br />Based on the scores above and the deliberative selection and review process followed <br />by the City, the Review Panel recommends that the City enter into one-year <br />agreements with both organizations in an amount of $200,000, with the option to extend <br />for one additional year, for a total aggregate amount not to exceed $400,000 over a <br />two-year term for each organization. (Exhibits # 1 & 2). The one-year agreement term <br />shall commence on December 1, 2023. Should the performance reports reflect <br />satisfactory progress, the agreement term will be extended for one additional year, <br />through December 1, 2025. <br />Approval of this recommended action will allow each organization to effectively and <br />efficiently serve the City’s at-risk youth and their families.
