Police Department <br />www.santa-ana.org/pd <br />Item # 11 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />November 7, 2023 <br />TOPIC: Appropriation Adjustment for 2022 Proposition 69 DNA Identification Funds and <br />Purchase of Forensic Camera Kits for the Santa Ana Police Department <br />AGENDA TITLE <br />Approve an Appropriation Adjustment Accepting the 2022 Proposition 69 – DNA <br />Identification Funds and Award Purchase Order to Foster + Freeman for Crime-lite <br />AUTO Camera Kits for the Santa Ana Police Department in the amount of $113,462 <br />(Specification No.23-161) (Non-General Fund and General Fund) <br />RECOMMENDED ACTION <br />1. Approve an appropriation adjustment recognizing $103,500 in the Police Special <br />Revenue account and appropriate same to expenditure account. (Requires five <br />affirmative votes) <br />2. Authorize a one-time purchase and payment of Purchase Order to Foster + Freeman <br />for three Crime-lite AUTO camera kits in the amount of $113,462, subject to non- <br />substantive changes approved by the City Manager and City Attorney. <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />In November 2004, California voters passed Proposition 69, the DNA Fingerprint, <br />Unsolved Crime, and Innocence Protection Act of 2004, to expand and modify state law <br />regarding the collection and use of criminal offender DNA samples and palm print <br />impressions. Proposition 69 established a guaranteed funding source for costs <br />associated with the collection, verification, and/or management of DNA evidence. <br />On December 13, 2022, the County of Orange Prop 69 Committee approved the <br />allocation of 2022 DNA Identification Fund revenues and estimated funding totaling <br />$850,000. The Committee voted to allocate $848,343 county-wide in one-time funding <br />requests to enhance the DNA program for local law enforcing entities and County <br />Departments. The Santa Ana Police Department was awarded $103,500 to purchase <br />three (3) Crime-lite AUTO camera kits for the Department’s Forensic Services Division.
