Appropriation Adjustment for 2022 Proposition 69 DNA Identification Funds and Purchase <br />of Forensic Camera Kits for the Santa Ana Police Department <br />November 7, 2023 <br />Page 2 <br />3 <br />8 <br />3 <br />8 <br />The County Board of Supervisors approved the Prop 69 Committee’s recommendations <br />at their April 25, 2023 meeting. <br />The Crime-lite AUTO camera kit combines forensic imaging technology with high- <br />intensity, multi-spectral illumination, all in a compact handheld device. The device offers <br />a complete solution for searching, detecting, and capturing evidence. It can reveal <br />evidence, including body fluids (semen, saliva, urine, etc.), blood on dark fabrics, <br />fingerprints, gunshot residue, and traces of physical evidence (fibers, hairs, glass, etc.). <br />These camera systems, with their built-in specialized lighting capabilities, will allow the <br />Police Department’s Forensic Services personnel to detect, examine, and capture <br />potential DNA evidence, both at crime scenes that cannot be transported to a secure <br />lab environment, as well as in the lab. The handheld nature of the device makes it a <br />complete and practical solution to light-based evidence detection, as it can easily be <br />wielded by a single staff member in a timely fashion while maintaining full PPE and the <br />integrity of the crime scene and items being processed. <br /> <br />The implementation of three Crime-lite AUTO camera kits will allow the Forensic <br />Services Division to deploy a kit into each of the two shift lead units for continuous and <br />convenient field access and deploy a kit in the lab for lab staff and field staff to process <br />the multitude of items recovered from crime scenes. <br />Santa Ana Ordinance No. NS-3041 authorizes the City to make non-bid purchases or <br />services, supplies, materials, and equipment whenever it shall appear that there is only <br />one reasonably available source. The Crime-lite AUTO and the accompanying software <br />is manufactured and sold exclusively from Foster & Freeman. <br />Staff researched available procurement options and product offerings in the market, and <br />it was determined that Foster & Freeman’s Crime-lite AUTO camera kit meets the City’s <br />specifications and can capture potential DNA evidence at a higher rate than other <br />options in the market. <br />FISCAL IMPACT <br />Approval of the appropriation adjustment will recognize $103,500 in the Police Special <br />Revenues, OC Grants revenue account (no. 02414002-52030) and appropriate same to <br />the Police Special Revenue – Programs expenditure account (no. 02414410- <br />66400).
