Public Works Agency <br />www.santa-ana.org/pubic-works <br />Item # 15 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />November 21, 2023 <br />TOPIC: SCADA Network Consulting and Support Services <br />AGENDA TITLE <br />Approve Agreement with XV Solutions to Provide SCADA Network Consulting and <br />Support Services in an Amount Not to Exceed $750,000 for Up to a Five -Year Term <br />(Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with XV Solutions to provide on - <br />call supervisory control and data acquisition network consulting and support services, <br />for a total amount not to exceed $750,000, for a three-year term beginning November <br />21, 2023 and expiring November 20, 2026, with provisions for one, two-year extension, <br />subject to non -substantive changes approved by the City Manager and City Attorney <br />(Agreement No. 2023-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Public Works Agency's Water Resources Division (Water Resources) oversees and <br />maintains the daily operations of the City's water and sanitary sewer systems. The <br />water system is composed of approximately 480 miles of water main, 21 groundwater <br />wells, seven pump stations, 10 reservoirs with a storage capacity of 49 million gallons, <br />four pressure regulating stations, and seven connection points to the Metropolitan <br />Water District. The system has an average daily demand of 30 million gallons from its <br />roughly 45,500 metered service connections. <br />The City's water production facilities are controlled by supervisory control and data <br />acquisition (SCADA) software which is used to monitor the processes involved in water <br />production, storage, and delivery. The computer -based SCADA system provides <br />significant insight about the potable water system in Santa Ana and allows the City to <br />effectively respond to critical and time -sensitive information such as unplanned power <br />outages and mechanical failures. Water Resources' SCADA software was formerly <br />provided by Kapsch-DYNAC but displayed significant limitations with respect to <br />reporting, long-term retention of historical data, and making live system changes. On <br />January 19, 2021, the City entered into an agreement with Wonderware California (now <br />referred to as AVEVA Select California) to provide SCADA software services without the <br />
