SCADA Network Consulting and Support Services <br />November 21, 2023 <br />Page 2 <br />limitations of Kapsch-DYNAC. Due to the complex nature of the SCADA system, an <br />experienced consultant is needed to successfully execute the SCADA system upgrade <br />from Kapsch-DYNAC to AVEVA Select California. It is imperative to secure the services of <br />a qualified consultant who can provide continual SCADA network monitoring and technical <br />support to ensure the reliable distribution of potable water to Santa Ana residents. <br />On August 3, 2023, the Public Works Agency released Request for Proposals (RFP) <br />No. 23-124, by which it sought the services of a qualified consulting firm to provide <br />SCADA network consulting and support services for the City's water production <br />facilities. The RFP was advertised on the City's online bid management and publication <br />system, PlanetBids, with proposals due on August 22, 2023. System records indicate a <br />total of 507 vendors were notified via PlanetBids, five of which are Santa Ana based. <br />Forty-two vendors requested bidding documents, and one proposal was received and <br />evaluated by a selection committee. <br />Staff recommends awarding the agreement to XV Solutions to provide the requested <br />services on an as -needed basis (Exhibit 1). Since 2019, XV Solutions has efficiently <br />provided services to Water Resources and has proven to be instrumental in the <br />transition from Kapsch-DYNAC software to Wonderware software by ensuring the <br />successful implementation of set points, alarms, graphics, and mechanical components <br />in the Wonderware interface. <br />Additionally, XV Solutions provides SCADA programming services for new advanced <br />water treatment systems as well as all capital improvement projects utilizing the SCADA <br />network. Given the increased prevalence of California regulations pertaining to water <br />quality and reporting, the City is presently engaged in the planning and construction of <br />more than five additional advanced treatment facilities. <br />These project expansion initiatives will require the ongoing involvement of an <br />experienced consultant for the implementation of AVEVA Select California software. XV <br />Solutions' work experience and proposal demonstrate that the firm has the necessary <br />technical capacity and expertise to complete the required services outlined in the RFP. <br />The firm's rates are reasonable and within industry standard and the proposal was <br />determined to provide the best value for the City. <br />FISCAL IMPACT <br />Funding is available in the FY 2023-24 budget and funding for subsequent fiscal years <br />will be included in the proposed budgets for City Council consideration. <br />
