Police Department <br />www.santa-ana.org/police <br />Item # 26 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />November 21, 2023 <br />TOPIC: FY 2023 Edward Byrne Memorial Justice Assistance Grant <br />AGENDA TITLE <br />Approve Memorandum of Understanding and Appropriation Adjustment Accepting the <br />FY 2023 Edward Byrne Memorial Justice Assistance Grant (Non-General Fund) <br />RECOMMENDED ACTION <br />1. Authorize the City Manager and the Chief of Police to execute a Memorandum of <br />Understanding with the County of Orange, Sheriff’s Department accepting the 2023 <br />Edward Byrne Memorial Justice Assistance Grant in the amount of $110,336, subject <br />to non-substantive changes approved by the City Manager and City Attorney. <br /> <br />2. Approve an appropriation adjustment recognizing $110,336 in the Law Enforcement <br />Grants revenue account and appropriate same to the Byrne Justice Assistance <br />expenditure accounts. (Requires five affirmative votes.) <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Edward Byrne Memorial Justice Assistance Grant (JAG) program provides federal <br />criminal justice funding to state and local jurisdictions, and it is administered by the U.S. <br />Department of Justice, Bureau of Justice Assistance (BJA). Since 2005 BJA has funded <br />over 24,000 JAG awards totaling over $7.6 billion. JAG awards are based on a statutory <br />formula that equally weighs the City's share of violent crime and population according to <br />statistics from the Bureau of Justice Statistics (BJS). BJA requires the County to <br />function as the applicant/fiscal agent to apply for, receive, and administer the funds on <br />behalf of all cities. <br />The Santa Ana Police Department recently applied for and has been awarded a grant in <br />the amount of $110,336 for the FY 2023 JAG program. The County accepted the 2023 <br />JAG award on October 17, 2023, covering the performance period of October 1, 2022 <br />through September 30, 2026.
