Approve an appropriation adjustment recognizing prior-year fund balance of <br />$280,000 in the Residential Street Improvement fund, Prior Year Carry Forward <br />revenue account (AU 0581702-50001) and appropriate the same amount into the <br />Residential Street improvement fund, Improvements Other Than Building <br />expenditure account (AU 05817660-66220) for FY 2023-2024 capital operating <br />expenses. (Requires five affirmative votes). <br />2. Approve an amendment to the Project Cost Analysis to reflect the new amount of <br />$488,200 for project contingency for unanticipated or unforeseen work, for a total <br />Construction Delivery Cost of $2,557,000, subject to non-substantive changes <br />approved by the City Manager. <br />3. Approve an amendment to the Fiscal Year 2023-24 Capital Improvement <br />Program for $280,000 for construction contingency funds, for the West Willits <br />Protected Bicycle Lanes Project (Project No. 19-6948). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />On March 7, 2023, the City Council authorized the award of a construction contract to <br />Excel Paving Company, Inc. to construct West Willits Protected Bicycle Lanes Project <br />(Exhibit 1). Staff has identified additional improvements that could be incorporated by <br />expanding the scope of work to pave the residential street to enhance the drivability for <br />the residents in the project area. The proposed expanded scope of work will result in a <br />more complete delivery of the bicycle lanes and pavement project and take advantage <br />of competitive prices.
