Compensation for Members of City Boards and Commissions <br />November 21, 2023 <br />Page 3 <br />3 <br />8 <br />9 <br />1 <br />sufficient number of staff are employed, including a program administrator, hearing <br />officers, housing counselors, and legal staff, as may be necessary to perform its <br />function efficiently in order to fulfill the purpose of Article XIX of the Santa Ana Municipal <br />Code. <br />Youth Commission <br />The Youth Commission acts in an advisory capacity and recommends programs that <br />stimulate a prosperous environment for the youth of Santa Ana. <br />Measure X Citizen Oversight Committee <br />On November 6, 2018, the voters of the City of Santa Ana approved Measure X (Santa <br />Ana Neighborhood Safety, Homeless Prevention, and Essential City Services <br />Enhancement Measure). Measure X is a regressive local sales tax measure that <br />became effective April 1, 2019 and raises the City's sales tax by 1.5 percent for 10 <br />years, until 2029, and reduces to 1 percent for an additional 10 years, until 2039. <br />Measure X requires that the City establish an oversight committee to review the <br />revenues and expenditures associated with Measure X. <br />Unlike all other City boards and commissions, the resolution establishing the Measure X <br />Citizen Oversight Committee provides that members do not receive compensation. <br />More information about City boards and commissions is available on our website: <br />www.santa-ana.org/boards-and-commissions. <br />Next Steps <br />For City Council consideration, staff has prepared an ordinance (Exhibit 1) amending <br />the municipal code to provide that the compensation for City boards and commissions <br />shall be set by City Council resolution. If approved, existing compensation amounts <br />identified in Section 2-325 will be deleted and will instead be identified in a resolution to <br />be considered by the City Council. In December 2023, staff intends to present to the <br />City Council a resolution to set the new compensation amounts for City boards and <br />commissions. <br />Notably, the cost of the change in compensation for City boards and commissions will <br />be absorbed within existing departmental budgets. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />EXHIBIT(S) <br />1.
