Pedestrian and Mobility Improvements Phase <br />December 19, 2023 <br />Page 2 <br />Plan Act approved in FY 2022-23 proposed budget for the Pedestrian and <br />Mobility Improvements -Phase II. <br />5. Determine, pursuant to the California Environmental Quality Act, the <br />recommended actions are exempt from further review. Categorical Exemption <br />Environmental Review No. ER-2023-5 was filed for the project 22-1406. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The Public Works Agency was allocated American Rescue Plan Act (ARPA) funding to <br />enhance pedestrian traffic safety, accessibility, and mobility within qualified census tract <br />areas. This project meets the intent of the funding source by constructing new <br />wheelchair ramps, pedestrian hybrid beacons (PHBs), traffic signal, a traffic circle, a <br />concrete median, and enhancing pedestrian crossings through the implementation of <br />new signing and striping. Once these pedestrian and mobility improvements are <br />completed, it will increase traffic safety for pedestrians and all road users. <br />The scope of work includes installation of a new traffic signal at the intersection of <br />Fairview Street and Highland Avenue, installation of new PHB at the intersections of <br />Flower Street and 3rd Street, and 51" Street and Susan Street, and a traffic circle at the <br />intersection of Wilshire Avenue and Sycamore Street (Exhibit 1). <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, the City notified a total of 39 <br />regional vendors via PlanetBids, many of which are Santa Ana based. A total of two <br />bids were received. No bids were received from any Santa Ana contractors. <br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register <br />newspaper on September 29, 2023 and October 06, 2023. The project was also <br />advertised in PlanetBids on September 19, 2023. Bids were received electronically via <br />PlanetBids on October 17, 2023.
