Pedestrian and Mobility Improvements Phase <br />December 19, 2023 <br />Page 3 <br />basis of the base bid. Based on the bid analysis and a contractor's reference check, <br />staff recommends awarding the construction contract to Elecnor Belco Electric, Inc. in <br />the amount of the base bid totaling $2,288,087 (Exhibit 3). <br />Elecnor Belco Electric, Inc. has previously performed work as a prime contractor in the <br />City of Santa Ana within the last five years most recently completing Main Street at 15t" <br />Street Traffic Signal Installation. A reference check was made with staff and good <br />reviews were received regarding the quality of work performed by the contractor on <br />previous projects. <br />Project Delivery <br />To deliver a complete project, in addition to the construction contract, the estimated total <br />project delivery cost includes construction administration, inspection, and testing, along <br />with an allowance for contingencies to account for unexpected or unforeseen <br />conditions. Categorical Exemption Environmental Review No. ER- <br />2023-5 was filed for the project 22-1406. <br />FISCAL IMPACT <br />As indicated in the Cost Analysis, the estimated total construction delivery cost of the <br />project is $2,860,109, which includes construction, contract administration, inspection <br />and testing, and authorized contingencies of $572,022. Monies will be reallocated from <br />Project No. 22-1406, 22-1407 and No. 22-1387 to fund this agreement. Project No. 22- <br />1406 is the number assigned to the funding for tracking of all expenditures to deliver the <br />construction of this project. All funds are available for expenditure in Fiscal Year 2023- <br />24, however any remaining balances not expended at the end of the fiscal year will be <br />carried forward into FY 2024-25. <br />The proposed contract enables staff to authorize a construction cost increase of up to <br />25%, if necessary for contingencies. Staff expects to utilize other available Public Works <br />appropriations if a contingency becomes necessary to complete the project. If there are <br />
