Ceremonial Street Naming of Josephine “Chepa” Andrade Way <br />December 19, 2023 <br />Page 2 <br />3 <br />9 <br />3 <br />8 <br />Logan since 1916. They raised their six children on Logan Street and they always had <br />great pride in their family and neighborhood. <br /> <br />Chepa was a community activist and was known for gathering signatures for petitions <br />and persuading/encouraging neighbors to attend City Hall meetings. In the late 1980s <br />Chepa took the lead in a newly formed Logan Neighborhood Committee; the purpose <br />was to stop the rezoning of the family-oriented neighborhood into an industrial park. She <br />advocated for neighborhood improvements, such as the following: <br />•Neighborhood watch <br />•Logan Community Center and after-school programs <br />•Toys for Tots for neighborhood children <br />•PTA <br />•Food Bags <br />•Development of Logan Park (now Chepa’s Park) <br />•Annual trash clean-ups <br />•Street re-pavement <br />•Logan Neighborhood Reunions – to keep neighborhood history alive <br />Chepa received many recognitions and awards for her community involvement and for <br />efforts to fight poverty, homelessness, injustice, and hunger. They included the Poverty <br />Fighter Hero Award and the Joan of ARC Award. <br />The Ceremonial Josephine “Chepa” Andrade Way signs are proposed to be installed <br />along Logan Street at the intersections with Washington Avenue and Stafford Street. <br />Exhibit 1 shows the proposed sample signs and Exhibit 2 shows the two signage <br />locations. Staff requests that the City Council provide direction on the installation of the <br />two signs at a cost of $781 per each, for a total cost of $1,562. <br />The ordinance requires a resolution for the approval of the ceremonial sign (Exhibit 3). <br />Additionally, the ordinance allows for certain requirements, such as notice of application <br />and program fees to be waived by majority vote of the City Council when the request is <br />initiated by a current councilmember. Approval of this resolution includes waiving the <br />ceremonial street name installation fees in an amount not to exceed $1,562. <br />FISCAL IMPACT <br />The total amount of funds needed is based on the option selected by City Council. A <br />total amount not to exceed of $1,562 is needed for the production and installation the <br />two ceremonial street signs.
